Gilbert, Director of Public Works January 3, 1997 (Council Meeting 1- 15 -97) SUBJECT: Consider a Resolution No. 97- Establishing Certain Parking Restrictions on Liberty Bell Road There are a number of development projects planned or under construction along Liberty Bell Road south of Los Angeles Avenue. 'Those projects include the Burger King Restaurant, a proposed development for the vacant property on the west side of the street and the future opening of the Arroyo Vista Community Park Pedestrian Bridge. With these new attractions it is anticipated that traffic volumes and need for on- street parking in the area will increase. Although certain parking restriction signs have been installed on Liberty Bell Road south of Los Angeles Avenue, staff can find no record of a resolution in support of those restrictions. It is recommended, therefore, that the type and limits of any desired parking restrictions on this street be identified and that the City Council adopt a Resolution establishing those parking restrictions. Street Width: The curb -to -curb width of Liberty Bell Road just south of Los Angeles Avenue is fifty feet (501). As one proceeds south the street narrows. When the vacant property on the west side of Liberty Bell Road develops, the northerly portion of the street will be widened to accommodate two travel lanes, a left turn lane and two bike lanes. Further south the left turn lane may not be required and the width of the street may narrower. This ultimate design for this street includes bike lanes leading to and from the Pedestrian bridge to be constructed at the south end of the street. 1--15- l5 7 On- Street Parking: There are residential properties fronting Liberty Bell Road south of James Weak Avenue. It is proposed, therefore, that there be no parking restriction in this area, and that ultimately there be a twelve feet (121) wide combined Bike Lane / Parking Lane on the east side of the street in this area. hr, , 001.5 Liberty Bell Parking Restrictions January 1997 Page 2 Resolution: Attached is a resolution establishing NO STOPPING ANYTIME Zones on portions of Liberty Bell Road south of Los Angeles Avenue. Exhibit: The proposed limits of the parking restrictions is shown on Exhibit 'A" of the resolution.
