I�R� -1269 SUBJECT: Consider Resolution 97 -_ Amending the FY 1996/97 Budget to Fund a DART Coordinator Stipend The City Council is being asked to consider and approve Resolution 97 -_ which would amend the FY 1996/97 Budget to fund a stipend for the coordination of the City's Disaster Assistance Response Team through June 30, 1997. If approved, the budget amend-nent would transfer $550 from full-time salaries in the Recreation Division budget to the Emergency Management Division budget. The City's DART Team was formed in March 1994, following the Northridge earthquake. With a small staff (many who live outside the City) and limited resources, it is vital that residents be self - sufficient and prepared to provide assistance to their neighbors. Moorpark DART is an organized group of trained City volunteers whose purpose is to: 1) prepare themselves and their families to better survive a disaster, 2) respond to the needs of their neighborhoods, and 3) provide assistance to the City when requested. To date, the City has approximately 70 DART members who have participated in a seven -week comprehensive training course offered twice a year by the City. There is a DART Board consisting of five members who meet bi- monthly to plan emergency preparedness activities and training opportunities. Additionally, the general DART membership also meets bi- monthly as a part of the going training effort. To provide additional on -hands experience, DART members participate in several emergency exercises each year designed by City staff. In addition, DART members also participate in countywide disaster drills in an effort to learn from other DART groups and to share common information. DART coordination is currently the responsibility of the Assistant to the City Manager, Mary C:\DOCS\EMERGPRE\DARTCOOR.AGD 00OZZ43 Dart Coordination 2 Lindley. While staff had been leaning in the direction of reassigning DART coordination responsibilities to another knowledgeable staff member, her temporary assignment as the Interim Director of Community Services makes it even more desirable to do so at this time. Allen Walter, the City's Maintenance and Operations Supervisor has received emergency preparedness training and he, along with Mary, has been certified as a Community Emergency Response Team trainer by FEMA. Staff proposes that the City Council approve the payment of a monthly stipend of $100.00 to Allen Walter for the remainder of the fiscal year effective January 16, 1997 ($550). The City Council could reevaluate this arrangement during the 1997/98 budget process. This stipend is similar to the monthly stipend employees receive for their EMT status and is not subject to any City benefits. As the DART Coordinator, Allen would be required to provide services and perform the necessary work outside of his normal work hours. His DART coordination responsibilities would include preparing for, and attendance at DART general and board meetings; the design and implementation of a disaster exercise; recruitment of new members, and any other activities the Moorpark DART agrees to undertake; e.g., a booth at Country Days, drills with other DART groups, etc. It is estimated that these responsibilities will require approximately 7 hours per month. When an occasion arises that requires him to perform DART related activities during work hours, Allen will be required to flex is hours to compensate the City. In his DART Coordinator capacity, Allen would be under the supervision of Mary Lindley. The City's disaster plan and coordination will continue to be the responsibility of Mary Lindley. In addition to the stipend, Allen would be allowed to seek reimbursement directly from FEMA for the seven -week community preparedness training courses he teaches. FEMA will reimburse certified trainers up to $500. The seven -week course requires, at a minimum, 40 hours of preparation and classroom time. If the City Council approves the stipend for DART coordination, staff proposes that $550.00 be transferred from savings in the full -time salaries in the Recreation Division budget to the City's Emergency Management Division. The savings in full -time salaries has been created from the vacancy of the position of Director of Community Services. Recommendation (Roll Call Vote) Staff recommends that the City Council adopt Resolution 97 -_ amending the FY 1996/97 budget by transferring $550 from full -time salaries in the Recreation Division budget (100.700.0000.000.9002) to the Emergency Management Division budget (204) to fund a monthly DART coordinator stipend of $100.00.
