SUBJECT: Consider Expansion of Library Parking Lot
1. It is anticipated that the County of Ventura will award a
contract for the construction of the new Library parking lot on
January 14, 1997. The amount bid by the apparent low bidder
[CNN Paving, Inc.] was $74,732. As you may recall, the City of
Moorpark has agreed to advance the funds for this construction,
not to exceed $71,000. said advance is to be repaid to the City
at some point in the future. If awarded, it is expected that
construction will start near the first of February.
2. The parking lot improvements to be constructed by the County are
generally shown on the diagram attached as Exhibit 1. These
improvements will be within the area the County will be leasing
from the City for this purpose.
3. On November 20, 1996, the City Council authorized staff to meet
with the County and the County's contractor to discuss the
possibility of revising the scope of work for the County's
project to expand the parking lot into an vacant area west of
the proposed Library parking lot. The diagram attached as
Exhibit 2 shows the additional parking area to be added. These
improvement would be west of the west line of the property being
leased by the County. This change will increase the number of
parking spaces from twenty -three (23) to forty -three (43), an
increase of twenty (20) spaces. If authorized, the cost of this
additional work would be funded in total by the City.
4. City and County staff have met with the apparent low bidder, CNN
Paving, Inc., and asked that they provide the City /County with
a price for the additional work required to expand the parking
lot to the west. The price quote has been received.

A summary of the additional work required to expand the parking
lot is as follow:
1. Construction of an additional paved surface to the west of
the planned parking lot.
2. Deletion of a concrete swale east of original limits of work.
3. The construction of raised concrete planter areas near the
west end of the added parking lot.
4. Construction of addition landscaping and irrigation systems
along the south side of the parking lot and in the raised
planter areas.
5. Installation of two additional parking lot lights at the east
end of the added parking area.
B. Construction Costs
The amount quoted by CNN Paving, Inc. for this additional work
is $23,149. With a ten percent contingency, total construction
costs are not expected to exceed $25,000. A summary of cost per
parking space is as follows:

This work includes the elimination of a concrete swale west of
the County's parking lot. A credit amount for the deletion of
this work will be deducted from the County's contract costs.
The City would pay the total amount for the additional parking
lot construction.

D. Total City Costs
The County has requested that the City add to the cost of
construction, ten percent (10 %) to cover the County's additional
design, inspection and contract administration costs. The total
cost to the City for this additional work would be as follows:

E. Payment
If approved, it is recommended that payment be made to the
County of Ventura in the same manner described in the Agreement
between the City and the County pertaining to the remainder of
the work. Those provisions state that, upon award of contract,
the City shall pay the full amount less ten percent, which shall
be paid upon completion of the work and an accounting of all
costs. It is the intent of staff to set forth these terms in a
letter to the County. If necessary, an amendment to the
Agreement will be prepared and presented to the Board of
Supervisors and the City Council.
As previously discussed, the primary use for this additional
parking area would be for the Senior Center. It is recommended,
therefore, that, if this project is approved, the funding come
from either Community Development Block Grant (CDBG) funds
"earmarked" for Senior facilities, or from the Moorpark
Redevelopment Agency (MRA).
If this work is approved, it will be necessary to amend the FY
1996/97 Budget to fund these expenditures. In such case staff
will prepare and present a Resolution to the City Council in
February. A final recommendation on the funding source will be
provided at that time.
Staff recommends that the City Council take the following actions:
1. Approve the expansion of the Library parking as described in
this report lot and authorize an advance payment to the County
of Ventura, as defined herein, for said work;

2. Direct staff to assist the County of Ventura and its contractor
in the development of the County's construction contract Change
Order authorizing this work.
3. Direct staff to prepare and present to the City Council (or MRA)
at a future meeting, an amendment to the budget funding these
improvements.
