AGENDA REPORT CITY OF MOORPARK TO: The Honorable City Council FROM: Steven Kueny, City Manager R� DATE: January 3, 1997 (CC Meeting of January 15, 1997) SUBJECT: Consider Compensation Adjustment for the Deputy City Manager and Public Works Director During Vacancy in Director of Community Services Position BACKGROUND: In early July 1996, the Director of Community Services' position became vacant. At that time, the Public Works Director was assigned responsibility for the Parks, Landscape and Facilities Division of the Community Services Department. This included providing direction to the Maintenance and Operations Supervisor. The Deputy City Manager was assigned responsibility for the Administration, Recreation, Senior Citizens, and Cable Television activities. This included providing direction to two Recreation Supervisors and the department's Administrative Secretary. These assignments have ended effective January 4, 1997, with the appointment of Mary Lindley as acting Director of Community Services. Typically, when a person is appointed to an acting position, he receives a minimum of 5 percent (5?1�) and usually 10 percent (10%), or more, to accept the additional responsibility. In this case, the Deputy City Manager is it a higher classification and retained his current responsibilities. The Public Works Director is in a lateral classification and retained his current responsibilities. Neither of them has received any additional compensation for the added responsibillities. It is recommended that the Deputy City Manager receive an additional 72 hours and the Public Works Director 48 hours of administrative leave to be used by December 31, 1997, with the option to request payment in cash for all or part by June 30, 1997, at their discretion. This represents the equivalent of 12 hours for the Deputy City Manager and 8 hours for the Public Works Director for each of the six (6) months they assumed the additional responsibilities. 00034b The 120 hours have a value of about $5,700. The funds are available from the estimated $33,722 in savings realized from the position vacancy. If one or both of them opt for payment, it will be charged to the Community Services Department. No budget amendments or appropriations are required. STAFF RECOMMENDATION: Approve an additional 72 hours of administrative leave for Richard Hare, Deputy City Manager, and 48 hours of administrative leave for Ken Gilbert, Public Works Director, with use consistent with this report.
