ANNOUNCEMENTS AND FUTURE AGENDA ITEMS: Any member of the public may address the Council during the Public Comments portion of the Agenda, unless it is a Public Hearing or Presentations/Action/Discussion item. Speakers who wish to address the Council concerning a Public Hearing or Presentations/Action/ Discussion item must do so during the Public Hearing or Presentations/ Action/Discussion portion of the Agenda for that item. Speaker cards must be received by the City Clerk for Public Comment prior to the beginning of the Public Comments portion of the meeting and for Presentations/Action/Discussion items prior to the beginning of the first item of the Presentations/Action/Discussion portion of the Agenda . Speaker Cards for a Public Hearing must be received prior to the beginning of the Public Hearing. A limitation of three minutes shall be imposed upon each Public Comment and Presentations/ Action/Discussion item speaker. Consider General Plan Amendment No. 96-3 and Zone Chanae No . 96-3 for a 655-Acre Site Referred to as Vesting Tentative Map No. 4928, to Amend the Land Use Designations from Medium Low, Open Space 2, and Public/Institutional, to Rural Low and to Revise the Zoning from Residential Planned Development 1 . 63 Dwelling Units Per Acre, Open Space, and Institutional, to Rural Exclusive 5 Acres (Bollinger Development, Inc. ) . Staff Recommendation: 1) If the City Council agrees with the Planning Commission' s recommendation that any General Plan amendment/zone change action decision be delayed until after April 17, 1997, then direct staff to readvertise the public hearing and schedule General Plan Amendment No. 96-3 concurrently with one or more other General Plan Land Use Element amendment applications after April 17, 1997; 2) If the City Council' s decision is to approve the General Plan amendment and zone change, direct staff to prepare a resolution for the General Plan Amendment and an ordinance for the zone change, and return the resolution for adoption and the ordinance for first reading at the Council' s February 19, 1997 meeting. (Continued from 12/18/96) B . Consider Approval of Resolution No . 97- Relative to Approval of Industrial Planned Development Nos . 96-1 (Building B) on the Application of William F. Gibbs and, 96- 2A (Building C1 ) , 96-2B (Building C2) , 96-2C (Building D1 ) , 96-2D (Building D2) and 96-2E (Building E) and Tentative Parcel Map 5037 on the Application of West America Construction Corporation (Assessor Parcel No . 512-0-24 -11 , -12, -13, and -14) . Staff Recommendation: 1) Open the public hearing, accept public testimony and close the public hearing; 2) Make a determination that the changes to the project are not of sufficient magnitude to require that the projects be returned to the Planning commission for further review prior to the City Council taking action on the project; 3) Review, consider, and adopt he Mitigated Negative Declaration and Mitigation Monitoring Program; 4) Make the appropriate findings as found in Resolution No . 97- ; and City Council Meeting Agenda February 5 , 1997 Page 3 8 . Consider Classification Study Results Prepared by Ralph Andersen & Associates (RAA) and Rescinding Resolution No. 87- 405. Staff Recommendation: Approve the Classification Plan prepared by RAA and approve Resolution No. 97- thereby 1) Approving the job descriptions prepared by RAA; 2) Approving the reclassification of the Administrative Services Department Administrative Secretary to Personnel Technician; and, 3) Rescinding Resolution No. 87-405 . * B . Consider Benefits of a Sphere of Influence Study. Staff Recommendation: Direct staff as deemed appropriate. * C . Consider Commercial Planned Development Permit 89-1 Minor Modification No . 6, and Commercial Planned Development Permit 89-2 Minor Modification No. 12, for Modification of the Sign Program for Mission Bell Plaza (Mission Bell Partners) , Located at the Northwest Corner of Los Angeles Avenue and Park Lane) . Staff Recommendation: Adopt Resolution No. 97- approving Minor Modification No. 6 to CPD 89-1 and Minor Modification No. 12 to CPD 89-2, for a modification to the approved sign program subject to the conditions of approval as outlined in the staff report. D. Consider Report Regarding Storm Drain Catch Basin Opening Dimensions . Staff Recommendation: Direct staff as deemed appropriate . E . Consider Appointment of Ad Hoc Committee to Review Changing the Council Rules of Procedure Relative to Councilmember Mail . F. B. Consider Approval of Employee Assistance Program (EAP) for Regular Full-Time Employees. Staff Recommendation: That the City Council authorize the City Manager to enter into agreement with The Holman Group to provide EAP services as proposed for $2 . 50 per full-time employee per month effective March 1, 1997 . C . Consider Revisions to the Ci v' Poli ryi Ra s. Staff Recommendation: Adopt Resolution No. 97- and revise the police service rates as requested. D. Consider Resolution No . 97- Approving a Budget Amendment to Fund the Construction of Improvements at the Intersection of Moorpark Road and Tierra Rejada Road. Staff Recommendation: Adopt Resolution No . 97- approving a budget amendment to fund the construction of certain improvements at the intersection of Moorpark Road and Tierra Rejada Road from the Spring Road/Tierra Rejada Road Area of Contribution Fund (Account No. 211 . 900 . 8039 . 000. 9903) in the amount of $18, 000 . E . Consider Transportation to Conejo Park and Recreation Therapeutic Programs . Staff Recommendation: The Budget and Finance Committee (Mayor Hunter and Councilmember Wozniak) and staff recommend that the City Council direct staff to evaluate the feasibility of offering therapeutic programs through the City' s Recreation Department. Consider Resolution No. 97- Amending the 1996/97 Budget to Fund the Senior Centex Volunteer Recognition Dinner and Senior Newsletter. Staff Recommendation: Approve Resolution No. 97- which amends the FY 1996/97 budget by transferring $1, 500 from the Senior Center Trust Fund (500. 000. 0000. 000. 2771) to the Senior Center Division Budget (100 . 702 . 0000 . 000 . 9191 Contractual Services) . G . Consider the Acceptance of a Grant Deed for Additional Required Public Right of Way on the East Side of Park Lane, South of Los Angeles Avenue. Staff Recommendation: Direct the City Clerk to record the subject Grant Deed from Simi Valley Bank to the City of Moorpark. H. Consider Authorization to Advertise for Bids for the Construction of Pavement and Drainage Improvements on Maureen Lane, Bonnie View Street and the Alleys South of First Street . Staff Recommendation: Approve the plans and specifications for the subject project and authorize staff to advertise for receipt of bids . I . Consider Approval of the Selection of a Civil Engineering Firm to Prepare Design Plans and Specifications for the Everett Basin Storm Drain. Staff Recommendation: Approve the selection of ASL Consulting Engineers to prepare design plans and specifications for the Everett Basin Storm Drain and authorize the City Manager to sign a contract agreement with this firm for such services . J. Consider Approval of a Certificate of Acceptance for an Easement from the Southern California Edison Company for the Storm Drain Serving Arroyo Vista Community Park. Staff Recommendation: Approve a Certificate of Acceptance for the subject Easement Deed and direct staff to forward said deed to the Southern California Edison Company for recordation. K. Consider Adoption of Resolution No . 97- Rescinding Resolution No. 95-1163 and Adopting Revised Rules of Procedure. Staff Recommendation: Adopt Resolution No . 97- Rescinding Resolution No. 95-1163 and revising the Rules of Procedure regarding the order of the City Council meeting agenda .
