R. x.i's 7 SUBJECT: Consider Classification Study Results Prepared by Ralph Andersen & Associates and Rescinding Resolution No 87 -405 DATE: January 29, 1997 (CC Mtg. 2/5/1 )7) umma After meeting with the Ad Hoc Council Committee (Mayor Pro Tern Perez and Councilmember Wozniak) staff has modified its original recommendation Staff is requesting the City Council review only the Classification Plan as prepared by Ralph Andersen & Associates (RAA) at this time Adoption of the Classification Plan should be made by resolution of the City Council. It is recommended that the review of the Compensation Plan recommendations for non - competitive service employees be considered at a later date after further review by the Ad Hoc Committee, and, that the Compensation Plan for competitive service employees be reviewed with their representatives as part of the Meet and Confer process for fiscal year 1997/98. The City Manager would meet and confer with Local 998 with the intent of reaching agreement on the Compensation Plan along with the new contract which would begin Saturday, July 5, 1997. Back rg ound The City Council engaged RAA in Fiscal Year 1995/1996 to conduct a Classification and Compensation Study for the City. The first phase of the project consisted of a job classification study. The second phase included a compensation survey based upon the identified positions which were classified in phase 1 Classification Study In order to complete the Classification Study, RAA circulated a job description questionnaire to all full -time employees, both the competitive service (hourly) and non - competitive service (management staff. Group and individual meetings were held to explain how the questionnaires should be completed. The results of the survey were reviewed with supervisors for accuracy and draft job descriptions were prepared. Additional work was requested with regard to the physical requirements of the positions in order to comply with the requirements of the Americans with i•'.WP[K K'" %, V RFP A'1 IMP CI 00ol4s Disabilities Act. The draft job descriptions were circulated to employees for additional review or appeal. The responses were considered once again by supervisors and by the consultant. The consultant then created a final draft of the job descriptions. The draft job descriptions have been provided to the City Council under separate cover and are available for public inspection in the office of the City Clerk and the Personnel Department. It is recommended that these job descriptions be adopted and the Administrative Services Administrative Secretary position be reclassified. The consultant has recommended that this position be reclassified to Personnel Technician due to the duties performed by the position. It is recommended that the reclassification of the Personnel Technician be to Range 11, Step B of the Salary Schedule and retroactive to the first day of the first pay period in October, which is an effective date of September 28, 1996. The additional cost would be funded by line item transfer within the department's budget and will not require an additional appropriation Since the initial presentation of the Classification Plan to the City Council, additional input has been sought from employee representatives on the job descriptions. That information was forwarded to the consultant. Primarily, job descriptions were clarified providing more current information on job duties and a job description was created for the Receptionist position The Receptionist position was previously recommended to be part of the Secretary classification Recommendation Staff recommends approval of the Classification Plan prepared by Ralph Andersen and Associates and Approval of Resolution 97- _ thereby 1. Approving the job descriptions prepared by RAA; 2. Approving the reclassification of the Administrative Services Department Administrative Secretary to Personnel Technician, and, 3.
