AGENDA REPORT
CITY OF MOORPARK

Consider Report Regarding Storm Drain Catch Basin Opening Dimensions
This presents the subject report and requests City Council direction.
As shown below, three (3) designs were utilized in constructing catch basins within the City.
A. Ventura County Standard: Before 1989, Ventura County Type III Inlet Standard 76 -1
was used (refer to Exhibit `A') for design and construction of catch basins in new
developments within the City right -of -way. Said County standard did not require a
protection bar for curb face openings between 0 to 10 inches.
When staff receives complaints concerning the need for catch basin protection bars, a
field review to determine the height of the curb face opening is performed. If the
height is between 0 to 10 inches, staff advises those concerned that the catch basin was
constructed per Ventura County standards applicable when the catch basins were
constructed, and that said standards did not require a protection bar if the curb face
opening is less than 10 inches.
B. American Public Works Association (APWA ): On or about 1989, the above described
Ventura County standard changed to APWA 300-1 and 310-0 (refer to Exhibit `B').
As shown on page 9 of said exhibit, curb face openings between 0 to 7 inches do not
require protection bars. For curb face openings between 7 to I 1 inches, one protection
bar is required. The number and spacing of these protection bars depends on the size
of the opening and the slope of the curb batter. Since the standard curt) height within
the City is 6 inches, any new catch basin constructed would have an opening between 6
to 7 inches and as such would not be required to have a protection bar per APWA
standards.

BACKGROUND (contimel)
C. California Denartm__ent of TranUmMation (aI ns)• Within Caltrans right -of -way,
standard plan number D72 and D74C (refer to Exhibit `C') are utilized for design of
catch basins. When one of said standard plan numbers is shown on project plans, a #6
(3/4 inch) protection bar is placed in the opening. No curb face opening size is given
in determining when a protection bar is required.
A. Catch Basin Inventory: Staff conducted a field survey and discovered the following:

Construction Costs: The cost to undertake a catch basin retrofit program are
set forth below. It is proposed that this work be done by contract services, not
by in -house field personnel. Construction costs for four levels of effort are set
forth in Paragraph 2 (page 4 of this report).
Construction costs are determined by adding a unit cost per catch basin to a cost
per linear foot for the protection bars to be installed. For example, retrofitting
one ten feet (10') long catch basin would cost $400 ($300 construction cost +
(10' x $10 for the protection bar) l .

1. WHERE THE BASIN IS TO BE CONSTRUCTED WITHIN THE LIMITS OF EXISTING OR PROPOSED
SIDEWALK OR IS CONTIGUOUS TO SUCH SIDEWALK, THE TOP SLAB OF THE BASIN MAY BE POURED
EITHER MONOLITHIC WITH THE SIDEWALK OR SEPARATELY, USING THE SAME CLASS OF CONCRETE
AS IN THE BASIN. WHEN POURED MONOLITHICALLY, THE SIDEWALK SHALL BE PROVIDED WITH A
WEAKENED PLANE OR A 1 -INCH DEEP SAWCUT CONTINUOUSLY AROUND THE EXTERNAL PERIMETER
OF THE CATCH BASIN WALLS, INCLUDING ACROSS THE FULL WIDTH OF THE SIDEWALK. SURFACE OF
ALL EXPOSED CONCRETE SHALL CONFORM IN SLOPE, GRADE, COLOR, FINISH, AND SCORING TO
EXISTING OR PROPOSED CURB AND WALK ADJACENT TO THE BASIN.
2. ALL CURVED CONCRETE SURFACES SHALL BE FORMED BY CURVED FORMS, AND SHALL NOT BE
SHAPED BY PLASTERING.
3. FLOOR OF BASIN SHALL BE GIVEN A STEEL TROWEL FINISH AND SHALL HAVE A LONGITUDINAL AND
LATERAL SLOPE OF 1:12 MINIMUM AND 1:3 MAXIMUM, EXCEPT WHERE THE GUTTER GRADE EXCEEDS
8 PERCENT, IN WHICH CASE THE LONGITUDINAL SLOPE OF THE FLOOR SHALL BE THE SAME AS THE
GUTTER GRADE. SLOPE FLOOR FROM ALL DIRECTIONS TO THE OUTLET

A - THE ANGLE, IN DEGREES, INTERCEPTED BY THE CENTERLINE OF THE CONNECTOR PIPE AND
THE CATCH BASIN WALL TO WHICH THE CONNECTOR PIPE IS ATTACHED.
5. PLACE CONNECTOR PIPES AS INDICATED ON THE PROJECT PLANS. UNLESS OTHERWISE SPECIFIED,
THE CONNECTOR PIPE SHALL BE LOCATED AT THE DOWNSTREAM END OF THE BASIN. WHERE THE
CONNECTOR PIPE IS SHOWN AT A CORNER, THE CENTERLINE OF THE PIPE SHALL INTERSECT THE
INSIDE CORNER OF THE BASIN. THE PIPE MAY BE CUT AND TRIMMED AT A SKEW NECESSARY TO
INSURE MINIMUM 3 -INCH PIPE EMBEDMENT, ALL AROUND, WITHIN THE CATCH BASIN WALL, AND
3 -INCH RADIUS OF ROUNDING OF STRUCTURE CONCRETE, ALL AROUND, ADJACENT TO PIPE ENDS. A
MONOLITHIC CATCH BASIN CONNECTION SHALL BE USED TO JOIN THE CONNECTOR PIPE TO THE
CATCH BASIN WHENEVER ANGLE "A" IS LESS THAN 70 DEGREES OR GREATER THAN 110 DEGREES,
OR WHENEVER THE CONNECTOR PIPE IS LOCATED IN A CORNER. THE OPTIONAL USE OF A
MONOLITHIC CATCH BASIN CONNECTION IN ANY CASE IS PERMITTED. MONOLITHIC CATCH BASIN
CONNECTIONS MAY BE CONSTRUCTED TO AVOID CUTTING STANDARD LENGTHS OF PIPE.
6. STEPS SHALL BE LOCATED AS SHOWN. IF THE CONNECTOR PIPE INTERFERES WITH THE STEPS,
THEY SHALL BE LOCATED AT THE CENTERLINE OF THE DOWNSTREAM END WALL. STEPS SHALL BE
SPACED 12 INCHES APART. THE TOP STEP SHALL BE 7 INCHES BELOW THE TOP TO THE MANHOLE
AND PROJECT 2 -1'2 INCHES. ALL OTHER STEPS SHALL PROJECT 5 INCHES.
