Troche, Public Works Management Analyst'' Tony Cooper, Civil Engineer January 29. 1997 (CC Meeting of February_ 5, 1997) 9, DO Consider Report Regarding Storm Drain Catch Basin Opening Dimensions This presents the subject report and requests City Council direction. As shown below, three (3) designs were utilized in constructing catch basins within the City. A. Ventura County Standard: Before 1989, Ventura County Type III Inlet Standard 76 -1 was used (refer to Exhibit `A') for design and construction of catch basins in new developments within the City right -of -way. Said County standard did not require a protection bar for curb face openings between 0 to 10 inches. When staff receives complaints concerning the need for catch basin protection bars, a field review to determine the height of the curb face opening is performed. If the height is between 0 to 10 inches, staff advises those concerned that the catch basin was constructed per Ventura County standards applicable when the catch basins were constructed, and that said standards did not require a protection bar if the curb face opening is less than 10 inches. B. American Public Works Association (APWA ): On or about 1989, the above described Ventura County standard changed to APWA 300-1 and 310-0 (refer to Exhibit `B'). As shown on page 9 of said exhibit, curb face openings between 0 to 7 inches do not require protection bars. For curb face openings between 7 to I 1 inches, one protection bar is required. The number and spacing of these protection bars depends on the size of the opening and the slope of the curb batter. Since the standard curt) height within the City is 6 inches, any new catch basin constructed would have an opening between 6 to 7 inches and as such would not be required to have a protection bar per APWA standards. 000199 Catch Basin Page 2 BACKGROUND (contimel) C. California Denartm__ent of TranUmMation (aI ns)• Within Caltrans right -of -way, standard plan number D72 and D74C (refer to Exhibit `C') are utilized for design of catch basins. When one of said standard plan numbers is shown on project plans, a #6 (3/4 inch) protection bar is placed in the opening. No curb face opening size is given in determining when a protection bar is required. A. It is proposed that this work be done by contract services, not by in -house field personnel. Construction costs for four levels of effort are set forth in Paragraph 2 (page 4 of this report). Construction costs are determined by adding a unit cost per catch basin to a cost per linear foot for the protection bars to be installed.
