CITY COUNCIL AGENDA REPORT
TO: The Honorable City Council
FROM: Donald P. Reynolds Jr.. Administrative Services Manage
DATE: January 28. 1997
SUBJECT: Consider Revisions to the City's Police Service Rates
pea
The following report requests Council consideration for an annual increase which reflects
increases passed to the City from the County of Ventura Sheriffs department. In 1993, the
City established rates for police services to be used when a private individual requires police
services in addition to those provided for the public -at- large.
Police services which are specifically applicable to these fees include development plan
reviews, false alarm response costs and issuance of temporary use permits for special events
on public right -of -way. One of the most common applications is for film projects which
involves interim traffic control
The costs are derived directly from the County Sheriff's police contract rates, plus
approximately 10 to 12 percent for administration of the Sheriff contract. The only changes,
as shown in attachment "B", correspond directly to increases (or decreases) in the City's
contract rates from the Sheriff.
A review of the False Alarm billing rates in Section "2" of Exhibit "A" of the resolution did not
result in a perceived need for change. Response times and reports have been streamlined,
to keep costs at a minimum Rates charged in other cities which contract with County Sheriff
are comparable.
