SUBJECT: Consider Resolution No. 97 -_ Amending the 1996/1997 Budget to Fund the
Senior Center Volunteer Recognition Dinner and Senior Newsletter
The City Council is being asked to consider and approve Resolution 97 -_ which would amend
the FY 1996/1997 budget to transfer funds from the Senior Center Trust Fund to the Senior
Center Division for two projects: the Senior Center Volunteer Recognition Dinner and senior
newsletter. If approved, the amendment would transfer a total of $1,500 from the Senior Center
Trust Fund to the Senior Center Division Budget.
The Senior Center Trust Fund is a trust account which serves to fund special programs or special
needs of the senior citizens program. Monies are raised through fundraisers such as the Simi
Valley Swap Meet, bake sales, boutiques and dinners. Average monthly revenue is $300 -500 per
month. The current balance is $15,764.12. Staff is requesting a transfer of $1,500 from the trust
fund to the Senior Center Division Budget to assist with two special programs: the Senior Center
Volunteer Recognition Dinner and senior newsletter
The Moorpark Senior Center provides a wide variety of services and programs for citizens aged
55 and older. Many of the programs are low or no cost, a feature made possible by the many
volunteers. An annual banquet is planned to recognize the contribution of these volunteers.
In 1996, the cost of honoring 120 volunteers through this program was $750. Due to the
increase of volunteers (over 230 volunteers will be honored this year) and higher costs for the
food, the anticipated cost for this years banquet is $1,750. In FY 1996/97, $750 was budgeted for
this event. Therefore, an additional $1,000 will be required to fund this important program.
As an essential part of the outreach and information aspect of the senior citizens program, the
Moorpark Senior Center sends a newsletter to a mailing list of 1,250 seniors each month. The
monthly newsletter is between 8 -10 pages
In the past, the monthly newsletter layout has fallen to the Community Services Department
secretary. This duty takes up to 20 hours per month of her time. Due to shifting responsibilities
within the department, staff has been researching alternatives to this arrangement.

A local publisher (Moorpark Business Service Center) has quoted $10 per page to layout the
senior newsletter. Staff is requesting $500 to allow for professional layout services for the senior
newsletter for the 5 months remaining in this fiscal year (March through July). This reflects 10
pages for 5 months at $10 per page.
Recommendation (Roll Call Vote)
Staff recommends that the City Council approve Resolution 97 -_ which amends the FY
1996/1997 budget by transferring $1,500 from the Senior Center Trust Fund
