DISCUSSION A. Background The existing storm drain line running from the Everett Detention Basin southerly to an existing storm drain in Everett Street (see Exhibit 1) does not function properly. Under the direction of City staff the City Engineer's Office performed an investigation of that storm drain line to determine the most cost effective repair. That investigation included retaining the services of a storm drain line cleaning company to remove debris from the line, using a high pressure water cleaning machine, and performing a television inspection of the line. The results of that investigation revealed that there is a blockage in the existing storm drain line which can not be removed. It was determined, therefore, that the existing storm drain line should be replaced. B. Scope of Work dsn972 The design services required involves certain geotechnical investigation, hydraulic and hydrological analysis, preparation of easement deeds and preparation of plans and specifications for the construction of a new replacement storm drain (see Exhibit 1). 6 — V 61 Everett Drain Design February 5, 1997 Page 2 C.
