SUBJECT: Consider Approval of the Selection of a Civil
Engineering Firms to Prepare Design Plans and
Specifications for the Everett Basin Storm Drain
EXECUTIVE SUMMARY
This report recommends the selection of ASL Consulting Engineers to
prepare the design for the subject project.
DISCUSSION
A. Background
The existing storm drain line running from the Everett Detention
Basin southerly to an existing storm drain in Everett Street
(see Exhibit 1) does not function properly. Under the direction
of City staff the City Engineer's Office performed an
investigation of that storm drain line to determine the most
cost effective repair. That investigation included retaining
the services of a storm drain line cleaning company to remove
debris from the line, using a high pressure water cleaning
machine, and performing a television inspection of the line.
The results of that investigation revealed that there is a
blockage in the existing storm drain line which can not be
removed. It was determined, therefore, that the existing storm
drain line should be replaced.
B. Scope of Work

The design services required involves certain geotechnical
investigation, hydraulic and hydrological analysis, preparation
of easement deeds and preparation of plans and specifications
for the construction of a new replacement storm drain (see
Exhibit 1).

C. Design Proposals
City staff requested proposals for the needed design services
from the City Engineer (CAA) and from ASL Consulting Engineers.
Both firms are well qualified to perform this work. A summary
of the fees quoted by both firms is as follows:
• CAA $18,720
• ASL $14,300
It is recommended that the City Council approve the selection
of ASL to provide the required design services.
D. Professional Services Agreement
A professional services agreements has been prepared for
retaining this firm to perform these services. This Agreement
states that ASL shall serve in the capacity of City Engineer for
any engineering services provided to the City. No additional
costs will be required for plan checking. ASL will be
responsible for the design services they provide.
This professional services agreement has been structured to
allow for future amendments to the agreement to add civil
engineering services for other projects.
RECOMMENDATIONS
Staff recommends that the City Council approve the selection of ASL
Consulting Engineers to prepare design plans and specifications for
the Everett Basin Storm Drain and authorize the City Manager to
sign a contract agreement with this firm for such services.
