Gilbert, Director of Public Works Dirk Lovett, Assistant City Engineer Date: February 10, 1997 (City Council Meeting of 2- 19 -97) Subject: Consider Conceptual Design for the Widening of Unidos Avenue i Xt�11Q At the City Council Meeting of November 6, 1996, City Engineering was directed to prepare three conceptual designs for the widening of Unidos Avenue at the north end of Juarez Avenue, in the vicinity of the Velasquez property. The design alternates were to be based on the following parameters: • No standard knuckle at the intersection; • A right of way width of 48 feet (surplus R -O -W to be vacated); • A street width of 32 feet; and, • Along the north side of the street, a three feet (3') wide parkway between the curb and a five feet (5') wide sidewalk. DISCUSSION A. Design Concepts: Description The subject design concepts illustrate three alternatives for the construction of "final" street improvements in the study area, as well as the ultimate street right -of -way required for those street improvements. Draft plans for the three alternative designs concepts are attached and are generally described as follows 1. Widen Unidos Avenue on the north side of the street along the entire length of the Velasquez property 2. Truncate and widen Unidos Avenue on the north side along the Velasquez property to a point along the prolongation of the north -south curb on the east side of Juarez Avenue. This option will have a 90' corner on the curb and gutter at the northeast corner of the street. (no radius) 0(10026 Unidos February 19, 1996 Page 2 3. Truncate and widen Unidos Avenue on the north side along the Velasquez property to a point along the prolongation of the north -south curb on the east side of Juarez Avenue. This option will be designed with a radius on the curb line at the northeast corner of the intersection. B. Design Concepts: Analysis A critical analysis of the three design alternatives is as follows: • Of the three alternative design concepts, only Alternate No. 3 has a curb radius sweep conducive to effective street sweeping. • Alternates 2 and 3 require the construction of additional asphalt pavement and drainage improvements east of Juarez Avenue to convey existing drainage patterns through the proposed curb and driveway extension, • All three of the design Alternates require the construction of modification to the existing driveway to the Velasquez property. • The existing fire hydrant located near the wall north of the street will have to be relocated to a point next to the future curb. If possible, an alternative would be to convey an easement to the Waterworks District across the area north of the to -be- vacated street right -of -way, in order to avoid relocating the fire hydrant. • The conceptual design efforts undertaken to date did not include any research to determine the location or condition of existing utilities. Such research may discover the need to either relocate certain utilities or prepare easements to allow those utilities to remain within the street right -of -way to be vacated. C. Fiscal Impact A preliminary estimate of construction costs range from $18,000 to $22,000. The least costly option is Alternate 1. The most costly is Alternate 2. On -Site Improvements and Uses There has been some discussion of how the proposed street improvements will or will not be compatible with the possible future modification of the site design for adjacent commercial property north of the street, and /or the possible changes to the use of said property. Of particular interest was possible changes to access and parking in and around this property. Although no in -depth analysis of the Conditions of Approval for the Commercial Planned Development (CPD) for that property has been performed, it should be pointed out that such changes may or may not be compatible with that CPD or with other zoning or land development codes or requirements. Some of the factors relating to these issues are briefly discussed as follows: Block Wall: Consideration may have been given to the relocation or removal of the existing block wall along the south line of the property. The removal of that block wall may not be compatible with the original design intent to buffer the commercial use from the residential area to the south„ Perpendicular Parking: Consideration may have been given to establishing perpendicular parking along the north side of Unidos Avenue. Such a parking design is not allowed under present code requirements. Access: There is an existing driveway on the south side of the commercial property to Unidos Avenue. Although the driveway was a Condition of Approval, at present time it appears to be seldom used. Plans to delete the driveway would be contrary to the Conditions of Approval and may be contrary to Fire Code requirements. Plans to use the driveway more extensively may be contrary to the original intent of the driveway and may not be compatible with efforts to provide a buffer between the commercial and the residential land uses It may be wise to clarify and determine the nature and scope of intended changes to the site design and to the proposed uses of the commercial property before the design for the proposed street improvements is finalized.
