Gilbert, Director of Public Works,1 DATE: February 7, 1997 (Council Meeting 2- 19 -97) SUBJECT: Consider Bids for the Construction of a Paved Road, Bike Path and Related Improvements at Arroyo Vista Community Park. EXECUTIVE SUMMARY This presents the results of the bid opening for the subject project, recommends award of a contract and recommends an amendment tot he Budget to more accurately reflect revised project cost estimates. DISCUSSION A. Grant Last April the City applied for and received approval of a State Bicycle / Pedestrian Facilities Grant (TDA Article 3 Funds) for partial funding of the construction of a paved bicycle path from the easterly end of the existing paved road at Arroyo Vista Community Park, easterly to the paved road to be constructed as a part of pedestrian bridge project. Funding of that project was included in the FY 1996/97 Budget. B. Pedestrian Bridge The pedestrian bridge project will include the construction of a fifteen feet (151) wide paved road from the bridge southerly within an easement across property owned by the Southern California Edison Company (SCE) to the northerly property line of the park. It is anticipated that this paved roadway will be constructed as a part of the bridge project in June or July of 1997. avp_rd.awd 0000SIL Arroyo Vista Community Park Bike Path February 19, 1997 Page 2 C. Subiect Project Design Attached as Exhibit 1 are diagrams showing the location of the proposed park road improvements. Exhibit 1 also includes cross sections showing the design and scope of the proposed roadway improvements for various segments of the work. Those typical designs are described as follows: Limits Description of Improvements Segment A: From the easterly Pavement : 35' wide. terminus of the existing North Side : dirt swale. paved road, easterly to the South Side: curb, gutter and westerly driveway to Parking sidewalk. Lot #2. [See Section A -A on page 2 of Exhibit 1]. Segment B: From the westerly Pavement: 30' wide. driveway for Parking Lot #2, Sides: Dirt swales. westerly to the east end of [See Section B -B on page 2 of to the soccer fields. :Exhibit 11. Segment C: From the east end Pavement : 20' wide. of the soccer fields, Sides: Dirt swales. easterly to the east end of [See Section C -C on page 3 of the project. Exhibit 11. End of Project to Bridge: .Pavement Width: 15' D. Bid Results Bids were received and opened on February 3, 1996. A summary of the bid results is attached as Exhibit 2. E. Qualifications It has been determined that the apparent low bidder, Mendez Concrete, Inc., is qualified to perform the work. Said bidder has confirmed their bid is valid and that they are prepared to proceed with the construction of the subject project. F. Fiscal Impact 1. Construction Cost: The final actual cost will be based on the unit price bids multiplied by the actual quantities of the bid items required to completed the work. Bicycle Facilities Grant (Project Related): The City's SB- 821 grant states that grant fund shall be restricted to one - third (331h %) of the construction costs related to the Bike Path improvements, not to exceed $54,000. Based on the bids received, a calculation of the anticipated expenditures eligible for grant funding is as follows: Description __. Amount Area of Bike Path: 29,300 sf Divided by: _ 69,100 sf Percent of Construction Related to Bike 42% Path: Estimated Construction Costs Related to $85,680 Bike Path [$204,000 x 42 %] Grant Funded Project Expenses [33' /ao] $28,557 Other Grant Funded Costs ' $25,443 [$54,000 -$28 5571 4. Bicycle Facilities Grant (Other Improvements): As stated above, not all of the bicycle facilities grant funds will be expended by this project. It is anticipated the remaining grant funds will be applied to a portion of the Pedestrian Bride Project and that the remainder may fund Bike Lane improvements on Liberty Bell Road north of the bridge. When those expenses are determined, the surplus grant funds budgeted to the subject project will be transferred to those projects. Budget Amendment: A resolution has been prepared amending the budget to reflect the adjusted funding sources shown above. G. Schedule If a contract is awarded, construction should begin in March and be completed by May. H. Access Vehicular access to the easterly portion of the park will be curtailed to some degree during construction. To the extent possible, access will be kept open. RECWMNDATION (ROLL CALL VOTE) Staff recommends that the City Council take the following actions: 1. Award a contract to Mendez Concrete, Inc. in the amount of $187,347.91 for the construction of the subject project. 2. Approve a contingency in the amount of ten percent (10%) of the bid and authorize the City Manager to approve additional work, if required, for an amount not to exceed said amount. 3. Authorize the City Manager to sign necessary contract documents. 4.
