TO: FROM: DATE: AGENDA REPORT CITY OF MOORPARK THE HONORABLE CITY COUNCIL DIRK LOVETT, ASSISTANT CITY ENGINEER ;.!R (Chris Oberender, Associate Engineer) (/j- FEBRUARY 11, 1997 (CC Meeting of FEBRUARY 19, 1997) SUBJECT: CONSIDER APPROVAL OF FINAL MAPS TRACTS 4973/4974 (Carlsberg) BACKGROUND INFORMATION The two subject tracts are bordered by Spring Road to the west, Tierra Rejada Road to the south, New Los Angeles Avenue to the north and the SR-23 freeway to the east. A location map is attached for your reference (See Exhibit A). Tentative tract maps 4973 and 4974 were approved by the City Council on March 6, 1996. Tract 4973 The final map for tract 4973 represents a land division of 210.68 acres into 4 lots for residential and commercial development. There are 2 open space parcels (OS-1 & OS-2) and one parcel for a natural park (NP-1). At the City's request parcels OS-2 and NP-1 are offered for dedication to the City at this time. The OS-2 lot was not originally intended for dedication to the City. However, since it was situated between the natural park (NP-1) and proposed active park (located in the northeasterly portion of Tract 4974) staff feels it is desirable to also have lot OS-2 owned by the City. Lot OS-2 will be left in its natural condition and require little or no maintenance effort. It will also include the trail connecting the natural and active park sites. Tract 4974 This map consists a land division of 269.58 acres into 5 lots for residential and institutional development. There is 1 open space parcel (OS-1) and a parcel set aside by Ventura County Waterworks District for development of the water tank site labeled as "Not a Part". This station will be approximately 150 feet north of the intersection of Science Drive and Tierra Rejada Road and setback roughly 28 feet from the edge of pavement. The developer's engineer informed City Engineering staff that this change was made to avoid grading and crossover conflicts with future street and utility improvements. The sewer lift station will be located primarily underground but the Water Works District proposes to construct a small yard, surrounded by a 5-6 foot block wall, for regular maintenance and service of the lift station. Access to the station will be made from Science Drive via a small driveway connection to the north side of the enclosure area. The total wall perimeter around the service area is approximately 150 feet long. Each wall's length and its location is described as follows: East Wall (Adjacent to Science Drive) 45 feet long South Wall, 41 feet long West Wall, 28 feet long North Wall,45 feet wide with a 10-12 foot wide gate. The developer's engineer and architect will prepare an addendum to the landscaping plans recently approved by the City. This addendum will show the landscaping and actual wall details. The developer will work with staff to lessen any impact of the area walls by utilizing such features as varied setbacks, pilasters and recessed landscaping. Property Owners Association: Staff is presently working with the City Attorney to develop language which will provide for future establishment of a Property Owners or other similar maintenance entity to be established for maintenance of the Open Space and privately owned landscaped areas. A certificate will be prepared by the City Attorney and added to the map providing for this entity. This certificate is being prepared at this time and will be placed on the map prior to recordation. DISCUSSION/CONCLUSION: The City has been kept abreast of these changes and it is staff's opinion the both maps, with the changes described above, substantially conform to the tentative maps approved by the Council. Additionally, the City has requested that the developer deed the future Active Park to the City. This park will be located in the northwest corner of Tract 4974. It was originally intended that dedication of this park be included in a future subdivision, (Tract 4976) which will be recorded at a later date. The City has requested that the property be transferred at this time, however, to avoid any possibility of not acquiring the property should a map covering the park area not be recorded in the future. Each tract includes a portion of the Science Drive extension. Since these sections are a logical extension of Science Drive, north of Los Angeles Avenue, it is requested that the Council approve the name of "Science Drive" as indicated on the maps for the collector through tracts 4973 and 4974. The conditions of approval for each map have been satisfied. Both the Department of Public Works and Planning Department have reviewed and are satisfied with the content of these maps as they pertain to their respective departments. All improvement bonds and subdivision agreements, as required by the conditions of approval, have been submitted. Approve the street name of "Science Drive" as shown on each map; and,. 2. Approve the Final Maps for Tracts 4973 and 4974 along with the Subdivision Agreements for the respective tracts; and 3. Authorize the Mayor and City Clerk to sign the Final Map Title Sheets and Subdivision Agreements for Tracts 4973 and 4974 as soon as additional certificates, as recommended by the City Attorney, are added to the maps; and 4. Direct the City Clerk to record the Final Maps for Tracts 4973 and 4974 and the respective Subdivision Agreements for each tract concurrently with the Offer of Dedication for the Active Park, offered pursuant to the Settlement Agreement, as recommended by the City Attorney.
