Management Analyst Position

The fiscal year 1996/1997 budget allocated the position of Associate Planner for the
Redevelopment Division. This position would have primary responsibility for housing programs
including the housing rehabilitation program. This position was previously classified as a code
enforcement officer position when we transferred a code enforcement officer from Community
Development to this division to setup the housing rehabilitation program.
Staff is requesting the reclassification of the position in the budget to Management Analyst due to
the broad scope of the position which will include all types of housing programs and grants as
well as the required flexibility in scheduling hours for the position. This reclassification would be
more consistent with our Classification Plan which was adopted at the February fifth City Council
meeting.
The Associate Planner position and the Management Analyst positions are on comparable salary
ranges in separate salary tables. The Associate Planner position would be eligible for overtime
subject to the provisions of the Memorandum of Agreement, however, if the classification is
changed to Management Analyst there would be no overtime consideration. The Management
Analyst position is eligible for five days of administrative leave in lieu of overtime.
The City has recruited for the Associate Planner position. All of the finalists were evaluated on
their broad general knowledge of housing issues and grants. It was noted that the duties of the
position could change given different priorities each budget year. At the conclusion of the
interviews staff recommended the hiring of Nancy Burns, the temporary Assistant Planner who is
currently working in the Redevelopment Division. The reclassification of the position was
discussed with the Assistant Planner. She had no objection and recognized this change as an
opportunity to accept an entry level position in the management career ladder. The effective date
of her hire as Associate Planner is March 1, 1997. If this recommendation is accepted, she would
be hired as a Management Analyst using the same effective date.

If this reclassification is accepted by the City Council the budget document will be amended to
reflect the allocation of a Management Analyst position in the Redevelopment Division and the
allocation of an Associate Planner in the Redevelopment Division will be deleted. There will be
no change in appropriation, since the salary ranges are essentially the same.
Recommendation
Approve the reclassification of the Associate Planner position in the Redevelopment Division to
Management Analyst.
