Gilbert, Director of Public Works DATE: February 24, 1997 (Council Meeting 3 -5 -97) SUBJECT: Consider Water Conservation Efforts of the Fox Canyon Groundwater Management Agency The Fox Canyon Groundwater Management Agency (FCGMA) has had in place for a number of years procedures which allow annual pumping rights to be carried over to future years. In recent months there have been discussion of revising that program to significantly reduce or eliminate the ability to gather, retain and use these future pumping credits. The water purveyor for the City of Moorpark is the Ventura County Waterworks District No. 1. Attached is a letter from Reddi Pakala, Manager of that agency, to the FCGMA requesting that conservation and efficiency credits not be drastically reduced or eliminated, but be expanded to include municipal and industrial (urban) water consumers. Staff agrees with the conclusions set forth in Mr. Pakala's letter. Staff does not believe that water conservation issues and concerns would be enhanced if such pumping credits were to be eliminated. It is recommended, therefore, that a letter be sent to the Board of Directors of the FCGMA, supporting the position of the County Waterworks District No. 1 on this matter. Authorize the City Manager to send a letter the Fox Canyon Groundwater Management Agency supporting the recommendations of Ventura County Waterworks District No. 1 regarding conservation and efficiency credits, as set forth in the February 11, 1997 letter from the Waterworks District Manager. Ruffin Central Services Alex Sheydayi Flood Control Board of Directors Fox Canyon Groundwater Management Agency 800 South Victoria Ventura, CA 93009 SUBJECT: GMA CONSERVATION AND EFFICIENCY CREDrrS Ventura County Waterworks District No. 1 (WWD N1) provides water service to the municipal and industrial customers in the city of M,ompark and to agricultural customer within the unincorporated area of the District limits. Ventura County Waterworks District No. 19 (WWD #f19) provides agricultural and municipal war service to the community of Somis and surrounding areas. We support the continuation of the in -lieu credit program as approved by your Board for both WWD #1 and X19. We do not believe that there is any need to sunset the Program as recommended by United Walter Conservation District. However, we do recommend that GMA develop policies for the "redieamption of credits." The policy should consider possible negative impacts like well interference and lower water levels when the credits are redeemed. We strongly recommend refining the existing credit program but not abolishing the program. In addition to the in -lieu program, we also believe that there are some inequities with the efficiency allocations: Article 6 of GMA Ordinance No. 5, an ordinance to reduce groundwater extraction, provides for annual efficiency allocations. This provision applies to agricultural operations only. Within WWD#fl and #19, we have approxinly 450 agricultural customers using approximately 5,500 AF per year. Annually, we verify the efficiency of our agricultural customers in accordance with GMA efficiency criteria. Almost all of our agricultural customers are efficient in accordance with GMA criteria. However, the GMA annual efficiency allocations are not applicable to an agricultural customer of M&I purveyors. Therefore, we are requesting that the GMA ordinance be revised to include M&I purveyors who serve agricultural customers.
