Lindley, Interim Director of Community Services March 7, 1997 (CC Meeting for March 19) Consider 3rd of July Fireworks Event for FY 1997/98 Executive Summary The City Council is being asked to consider funding for the 1997 3rd of July Fireworks Event and to provide direction to staff regarding administration of the event. Background In 1995 and 1996, the 3rd of July Fireworks Event was co- sponsored by the City, Moorpark Chamber of Commerce, and Moorpark Unified School District. In 1996, the City Council budgeted $10,105, towards the fireworks event, with the understanding that $5,000 of that would be the City's contribution and the remaining $5,105 would be raised through donations. Actual expenditures for the 1996 event totaled $12,000 inclusive of staff time. Of the total expenditures, $6,484 was off -set by donations and a credit for the previous year's fireworks (business donations, $4,500; participants donations, $260; vendor fees, $125; and 1995 credit, $1,600). In the end, the direct cost to the City's was $5,506, of which $1,375 was full -time staff. The Moorpark Chamber of Commerce secured the insurance for the event which cost $335 and M USD provided the event location and much of the parking. The three co- sponsors along with volunteers from community organizations assisted with parking and security control and other event logistics. In preparation of the 1997 Fireworks Event, staff and Councilmember Wozniak (last year's City representative) met with Chamber and MUSD representatives on March 4. If the Council so directs, this group would again serve as the core Fireworks Committee. In order to raise sufficient revenue to fund the event, the group agreed that fundraising efforts must begin immediately. To that end, staff suggests that the City Council indicate the amount of funds, if any, it is willing to allocate to the 1997 event. The Fireworks Committee should be given direction to proceed with soliciting donations from Moorpark businesses. Based on staff's preliminary estimates, the costs of the event will be approximately $14,000. An increase over last year's expenses is expected since we no longer have the fireworks credit and it is expected that the City will incur some additional staff time. The Moorpark Star Newspaper has already indicated that it will donate $1,000 towards the event. Staff suggests that the City commit the same funding level it did for the 1996 event ($5,000). If approved, the funds would be appropriated in the FY 1997/98 budget process. This leaves $8,000 to be raised by the Fireworks Committee_ In order to ensure that event commitments can be carried out (booking fireworks, entertainment, etc.), the Committee should be given a target date of May 19 by which sufficient donations must be committed or received. If sufficient funds have not been raised by that date, staff will return to the City Council for direction. Recommendation Staff recommends that the City Council commit $5,000 to the 1997 Fireworks Event, appoint Councilmember Wozniak as the City's representative on the Fireworks Committee, direct that the Committee proceed with solicitation of donations and that sufficient funds be received by May 19, 1997.
