SUBJECT: Consider Resolution 97-/, of-I Approving the Submittal of the Used Oil
Recycling Block Grant Application, and Authorize the City Manager to
Execute Any Agreements and Requests for Payments.
SUMMARY
The City Council is being asked to consider adoption of a resolution approving the submittal of
the City's 1997/00 application to the California Integrated Waste Management Board (CIWMB)
for the used oil recycling block grant, and authorize the City Manager to execute any agreements,
contracts, and requests for payments.
BACKGROUND
The purpose of the grant program is to provide noncompetitive funding to local governments to
establish used oil collection programs that encourage recycling or the appropriate disposal of used
oil. To be eligible for grant funding, at least one certified used oil collection center must be
operating in the jurisdiction. Funding in the amount of $0.31 per resident per year is available.
The previous used oil block grant cycles were for one year periods and unexpended funds were
not carried over. The upcoming oil grant cycle has been changed to a three year term. The City
is eligible to receive $25,800 over three years beginning July 1, 1997 through June 30, 2000.
Unexpended grant funds from the first two years may be carried over through the third year.
As you are aware, Moorpark received its first used oil recycling block grant in January 1994. To
date, the City has received over $35,000 in used oil block grant funds. The 1997/00 grant funding
will be used to further promote the "Oil and Water Don't Mix" recycling campaign and other City
recycling programs. Such items include refuse /recycling truck signs, city-wide mailings, pre -
show on- screen advertisements at the Moorpark movie theater, and motor oil container
distribution. All information will be distributed in English and Spanish. Additionally, the current
grant funds will be used to cover staff costs for program administration and used oil recycling
participation costs at the Resource Conservation Center (RCC)..

In addition to the RCC, the City has two certified used oil collection centers servicing Moorpark.
Since September 1994, Easy Oil has accepted oil from the public and offers the recycling incentive
fee of $0.04 per quart or $0.16 per gallon. In January, 1997, Moorpark Community Tire became
a certified used oil collection center. On a quarterly basis, certified centers invoice the CIWMB
for all oil recycled and receives reimbursement based on the $0.16 per gallon recycling incentive
The certification program also includes subsidies from the CIWMB to dispose of contaminated oil
- up to $5,000 in disposal costs for one shipment per year
The grant application must contain an approved resolution authorizing submittal of the application
and identify the individual authorized to executive any agreements, contracts, and requests for
payments. Section two (2) of the resolution states that the City will have sufficient funds to
operate and maintain the project. Because some cities have municipal service centers that are
designated as certified used oil collection centers or others may operate curbside used oil collection
programs, cities must guarantee that they have sufficient funds to operate and maintain the used
oil collection program. For Moorpark, no additional City funding will be designated towards this
program. The grant will cover all costs associated with the promotion and administration of the
used oil collection program.
The 1997/00 grant application was submitted to the CIWMB on March 7, 1997 for conditional
approval. Final approval will occur when the City Council takes action to approve the attached
resolution.
RECOMMENDATION
Staff recommends that the City Council:
1) Adopt Resolution 97 -LLq / approving the submittal of the used oil recycling block
grant application; and
2) Authorize the City Manager to execute any agreements and requests for payments.
