SUBJECT: Consider Authorization to Advertise for Bids for the
Construction of Slope and Pavement Improvements on Wicks
Road and Pavement and Drainage Improvements on Valley
Road

This report requests authorization to advertise for receipt of bids
for the subject combined project.
DISCUSSION
A. Background
1. Valley Road: In June of 1996, the City Council approved the
conceptual design for improvements to Valley Road. That
action was based on a recommendation to approve from the
Transportation and Streets Committee. Notices were sent to
all affected property owners and residents advising them of
the general nature of the proposed improvements and that the
City Council was being asked to approve the conceptual
design.
2. Wicks Road slope stabilization: In late 1994 the City
Engineer was authorized to proceed with a geotechnical
analysis and evaluation of the condition of the slope
supporting Wicks Road. That effort was undertaken and
completed. Based on the findings of those investigations,
the City Engineer was directed to prepare a design for the
construction of recommended slope stabilization measures.
The City Engineer was also directed to prepare certain
easements required for the construction of those
improvements. Those Easements have been obtained and
accepted by the City.

B. Design Services
1. Valley Road:
Engineering to

Engineer was directed to prepare a design for the
construction of certain slope stabilization measures for
Wicks Road. That design has been completed.
3. Wicks Road Asphalt overlay: The City also retained the
services of the City Engineer to prepare a design for the
construction of an asphalt overlay on a portion of Wicks
Road. That design is also completed.
4. Combined Project: Due to the nature of the funding for the
above described projects, it is recommended that these
project be combined into one contract.
C. project Scop e of Work
1. Valley Road:
a. Remove and replace asphalt pavement and base;
b. Construction of a storm drain inlet and a lateral pipe
near the south end of valley Road; and,
c. Construction of driveway transitions as required.
d. The final pavement improvements will be approximately
twenty (20) to twenty -five (25) feet wide, within a
street right -of -way of forty feet. (401).
2. Wicks Road Slope Stabilization:
a. Construction of retaining walls at the toe of the slope
located south of the Wicks Road right -of -way (easements
have been acquired for this construction); and,
b. Construction of berms and other improvements along the
south edge of the pavement to divert and control surface
drainage i-un- off,
3. Wicks Road Asphalt Overlay:
a. Construction of an asphalt overlay and related
improvements from Walnut Canyon Road easterly to a point
approximately 1,000' east of Walnut Canyon Road; and,
b. Construction of berms and other drainage improvements to
the north side of the road.

3. Funding Sources: Community Development Block Grant (CDBG)
funds are restricted to construction costs only. The budget
provides funding for non - construction costs for the three
subject projects from the Moorpark Redevelopment Agency
(MRA) . [Note: Non- construction cost for a separate project -- the Everett Basin outlet Drain
-- is funded by the Local Transportation Fund.]

E. Plans and Specifications
A set of the plans and specifications for this combined project
have been placed in the City Council office for review and
comment.

F. Schedule
It is anticipated that the bids will be presented to the City
Council for award of contract in May. Construction should
begin in June and be completed by August.
Staff recommends that City Council approve the plans and
specifications for the subject project and authorize staff to
advertise for receipt of bids.
