Gilbert, Director of Public Works DATE: March 10, 1997 (Council Meeting 3- 19 -97) SUBJECT: Consider Approval of Certain Additional Design Efforts Required to Complete the Project Design for the Reconstruction of the Spring Road Bridge 1. In September 1994, the City Council selected the firm of Dwight French and Associates (DFA) to prepare the design plans and specifications for the replacement of the Spring Road Bridge across the Arroyo Simi. 2. In July 1995, the City Council approved the conceptual design for this project, A. Design Effort A description of the design services being provided by the consultant is attached as Exhibit I. B. Additional Services Certain additional unforseen design services are required in order to complete the project design. A summary of those efforts is as follows: 1. South Bridge Approach: Provide a revised design for the south approach to the bridge which will be compatible with the proposed Spring Road street improvements to be constructed by the Carlesberg project. This design work will include the preparation of new cross sections and revised construction cost estimates. 2. Street Widening: West Side, North of Bridge: The initial scope of the design did not include the construction of full -width street improvements on the west side of Spring Road, just north of the bridge. If not revised, the final project will not include a connection between the sidewalk on the west side of the sprgbrg9 V 7U Spring Road Bridge Design March 19, 1997 Page 2 new bridge and the sidewalk along the Spring Road frontage of the Gateway Plaza shopping center. It is recommended that the project design be revised to include this construction. This street widening will require replacement of an open storm drain culvert with an underground storm drain pipe. 3. Seismic Liquefaction Evaluation: The scope of the design efforts required the consultant to perform certain geotechnical analysis. That scope of work did not require an extensive seismic /liquefaction evaluation -- work which may not have been necessary. Upon performing the initial geotechnical analysis it was determined that additional seismic /liquefaction evaluation efforts were required. That work was performed in order to keep the design efforts on schedule. The amount of additional design fees being requested is the actual cost of these services with no additional charges from the City's consultant. 4. Contingency: It is also recommended that the City Council authorize the City Manager to approve other additional design services which may be required, for an aggregate total amount not to exceed $10,000. E. Schedule 1. The Mitigated Negative Declaration should be presented to the City Council for certification within the next two months. 2. The Final Design should be completed and presented to the City Council within the next four months. 3. The project will require the relocation of a number of utilities from the existing bridge to the new bridge. The designs for those utility relocations are being prepared by the owner of each affected utility. It is anticipated that those designs will be completed in six to eight months. 4. Based on the above assumptions, the earliest the project could be constructed is November 1997. 5. As directed by the City Council, construction of the project will be deferred until after Science Drive has been constructed and opened to traffic between New Los Angeles Avenue and Peach Hill Road. That work is not expected to be completed prior to July 1998. sPrgbr89 ���� Spring Road Bridge Design March 19, 1997 Page 5 Staff recommends that the City Council take the following actions: 1. Approve the additional design work described in this report and authorize the City Manager to execute an Amendment to the Agreement with DFA for Design Engineering Services for the subject project, 2. Direct staff to prepare an amendment to the FY 1996/97 Budget to fund any required additional design costs for said project. sprgbrg9 Exhibit 1 DESIGN EFFORT DESCRIBED: The following is a summary of the design services being performed by the consultant: Conceptual Design: - initial hydrology analysis, - initial geotechnical analysis, - survey, - right -of -way needs, - utility relocation requirements, - bridge length, width & other design elements, - interface with future trail system, - Preliminary plan / profile, - bridge alignment, - road closure analysis, - preliminary construction cost estimate. Preliminary Design: - final hydrology analysis, - final geotechnical and seismic analysis, - bridge widening costs (grant data), - final design for bridge alignment, length, width, approaches & other project elements, - final right -of -way requirements, - final utility relocation requirements, - draft construction staging & traffic control plan, - estimate of probable construction cost. Draft Final Design: - final r -o -w needs (legal descriptions, etc.), - final draft design plans and specifications, - final construction staging & traffic control plan, - final roadway approach design plans, - final striping plans, - final bid items and estimated quantities.
