Gilbert, Director of Public DATE: March 10, 1997 (Council Meeting 3- 19 -97) SUBJECT: Consider a Resolution No. 97 -IdA l - Establishing a "PARKING IN EXCESS OF ONE HOUR BY PERMIT ONLY" Zone on Certain Streets in the Vicinity of Moorpark High School On March 5, 1997, the City Council considered a request for the establishment of a PERMIT ONLY parking zone on certain streets in the vicinity of Moorpark High School (See Exhibit "A" of the attached Resolution for the location of the affected streets). In response to that request, the City Council directed staff prepare a resolution establishing such parking restrictions. K A. Resolution If adopted, the attached resolution would do the following: 1. establish a ONE HOUR PARKING zone between the hours of 7:00 a.m. and 2:00 p.m., Monday through Friday, on the following streets: a. Willow Hill Drive; b. Willow Forest Drive; c. Willow Grove Court; and, d. Willow Springs Drive. 2. Establish procedures for the issuance of Parking Permits, exempting the vehicles of property owners and residents in the area from said parking restriction. B. Procedures Exhibit "B" of the resolution sets forth the procedures to be followed in issuing Parking Permits. These procedures are comparable to the procedures used to administer "PERMIT ONLY" Parking near Moorpark College. D. Street sweeping Parking Restriction As stated in Section 5 of the attached resolution, Parking Permits do not exempt the permitted vehicle form any other parking restriction imposed on the subject streets, including Street Sweeping Parking Restrictions. E. Fiscal Impact The estimated costs to implement this program is summarized as follows: 1. Signs [35 ea. @ $21] $ 800 2. Installation: 8 hrs @ $50 1 hour - 400 $1,200 It should be noted that these costs do not include the staff to required to administer the request leading to the subject action, nor does it include the staff time required to issue permits to all those requesting same. F. Schedule Subsequent to the adoption of the attached resolution, the restricted parking signs will be ordered, fabricated, received and installed. It is anticipated that it will require approximately four (4) weeks to completed these tasks. Staff recommends that the City Council adopt the attached resolution establishing a restricted parking zone, with permitted vehicles exempt, on certain designated streets in the vicinity of Moorpark High School. he-prk2 (0034 Exhibit "B" Procedures For Issuance of PARKING PERMITS To establish procedures for the administration of the issuance of permits for on- street parking. The City Council of the City of Moorpark has adopted, and may from time to time adopt additional resolutions, which establish restricted parking zones with provisions for exemptions from the stipulated parking regulations. The parking regulations established for such restricted parking zones shall apply to all vehicles, except those vehicles which properly display a PARKING PERMIT which has been issued by the City of Moorpark in accordance with these procedures. 1. These procedures shall only apply to certain residential properties (hereinafter referred to as "affected property ") which front upon a portion of a street subject to parking restrictions which have provisions for the granting of an exemption by means of the issuance of an appropriate parking permit. 2. Said parking restriction exemption shall only be made applicable to any given vehicle through the granting of a PARKING PERMIT issued in accordance with the procedures set forth herein. 3. Such a PARKING PERMIT may only be issued to the owner or resident of an affected property. 4. Any owner or resident of an affected property who wishes to be issued a PARKING PERMIT, must first file with the City a Parking Permit Application. 5. In order to be approved, a Parking Permit Application must state the address of an affected property and that the applicant either resides at or as the owner of said affected property. 6. Such Application must also contain sufficient information pertaining to the vehicle(s) to be issued permit(s), to clearly show that said vehicle(s) is(are) registered to the applicant. The applicant may be required to present documents (i.e. vehicle registration, insurance certificate, etc.) to confirm such information. Wows Resolution No. Exhibit "B" Page 2 7. PARKING PERMITS shall ONLY be issued to vehicles which show the registered owner's address to be the same as that of the applicant. Permits shall be issued to specific vehicles. In order to be valid, a Permit must be placed on the vehicle to which it was issued. B. Decal PARKING PERMITS shall be affixed to the left rear bumper of the vehicle. Card PARKING PERMITS shall be clearly displayed in the left rear window of the vehicle. Such Permits shall not become valid or effective unless or until they are affixed to or displayed in said vehicle in the manner described above.. 9. PARKING PERMITS shall be valid for the period of time stated on the Permit Application. All such Permits shall expire on the 30th day of June of the year stated on the Permit Application. The City will mail Permit Renewal Applications in March of said year. Renewal Applications should be submitted to the City by April 30 to allow adequate time for processing. 10. The owner /resident of an affected property may be issued ONE Annual Guest Parking Permit per year. 11. The owner /resident of an affected property may be issued additional Temporary Parking Permits in accordance with the following guidelines: • said Permits shall be issued for a period of time NOT TO EXCEED ten (10) consecutive days. • a maximum of six (6) Permits may be issued for any one occupance,, • the number of such occurrences per year shall not exceed six (6). 12. Temporary Parking Permits shall be clearly displayed in the left rear window of the vehicle 13. The issuance of a Parking Permit to any vehicle shall not exempt said vehicle from any provision of any other City regulation or any provision of the California Vehicle Code, including any Street Sweeping Parking Restrictions. 14. PARKING PERMITS shall not be issued to any over weight vehicle as defined by City ordinance or the California Vehicle Code. Rev 3/97 (AMSS
