SUBJECT: Consider Approval of a Change to the Design for the
Widening of Los Angeles Avenue West of South Condor Drive
[Los Angeles Avenue - East]
EXECUTIVE SUMMARY
This requests approval of change to the design for the subject
project to provide a paved surface for bicycles and pedestrians.
DISCUSSION
A. Background

In June of 1996 the City Council took the following actions
with respect to the subject project:
1. Approved the future roadway alignment for Los Angeles
Avenue East to shift the centerline to the north (Alt. #2);
2. Approved a corridor width for this street segment of
eighty -eight feet (881) -- a street width wide enough to
accommodate possible ultimate street improvements to
include the following:
• four 12' wide travel lanes;
• one 14' wide raised / landscaped center median;
• two 8' wide Bike Lanes;
• curb and gutter; and,
• two 5' wide sidewalks;
3. Approved the conceptual design for the construction of
earthwork and retaining walls for the project, sufficient
to accommodate the above described ultimate improvements;
4. Directed the City Engineer to proceed with the preparation
of a preliminary design for the required earthwork and
retaining walls, in order to determine the limits of the
right -of -way acquisition required for the project.

5. Also directed the City Engineer to proceed with the
preliminary design for the construction of street
improvements within the above described corridor, to
provide for only one travel lane in each direction, said
street improvements more particularly described as
following:
• two 12' wide travel lanes;
• one 14' wide center paved median (total pavement width
of 38'); and,
• two 8' wide unpaved shoulders;
6. Directed staff to proceed with the title work, engineering
work and appraisal work necessary to prepare the final
Deeds for all of the right -of -way required, and to
determine estimated cost of said acquisition; and,
7. Directed staff to report back to the City Council when
these efforts are completed, to seek authorization to
proceed with right -of -way acquisition.
B. Proposed Added Pavement Width
An additional eight feet (81) of pavement in each direction,
located outside of the painted side lines, would provide a
paved surface for pedestrians and bicycles through this segment
of street. The estimated cost of this additional construction
is approximately $200,000. This added work increases the
estimated cost of construction for the proposed realigned two
lane road (plus center paved median) from approximately
$2,000,000 to approximately $2,200,000. The estimated cost for
re- design efforts for the preliminary design now being prepared
for the proposed initial street improvements, is approximately
$3,500. It should be noted that this additional pavement
width, and cost for same, would be deleted from the scope of
work and cost of a possible future project to widen the roadway
to accommodate four lanes of traffic.
This additional pavement width is proposed to be constructed
with the construction of the initial two lane roadway
improvements for the following reasons:
1. It is not known when street improvements beyond those
described above in Section A -5 will be constructed. It is
even possible that widening to four lanes may never occur.
The initial street improvements call for only two travel
lanes, a center paved median and gravel shoulders. No
provisions are made for bicycle or pedestrian traffic.
