Subject: Consider a request to delete the requirement for onsite
detention required by the conditions of approval for
Tentative Parcel Map 5037 and IPD's 96 -1B and 96 -2A
through 96 -2E (West America Corporation)
BACKGROUND
The developer is requesting a modification to the City's requirement
that the project be designed with onsite detention facilities to
prevent overburdening of the existing drainage system and subsequent
flooding of the travel lanes on Science Drive during a 50 year storm
event (Attachment 1).
At the City Council meeting of December 18, 1996 the Council
approved the project subject to a condition that the developer
design onsite detention facilities. This requirement was intended
to minimize or even reduce the existing potential for flooding of
the street during significant storm events which exceeded the 10
year storm design.
In subsequent meetings with the developer's engineer, staff has been
provided with design information indicating that the requirement for
onsite detention may now be unnecessary. The developer's engineer
has indicated that the previous improvements made on the Mail
Marketing property, in addition to a intensity reduction on the
County of Ventura's rainfall intensity zone map from a K zone to a J
prime zone, may justify eliminating the need for onsite detention
without improving the offsite storm drain system.
This request has been submitted by the developer's engineer to
obtain permission to pursue an alternate design which does not
provide for onsite detention facilities as originally conditioned.
ANALYSIS
The developer has already been conditioned to design his drainage
system to compliment the existing system which was designed and
constructed in the mid 1980's to Ventura County Flood Control's ten -
year storm standard.
Staff has performed a cursory review of the hydrologic and hydraulic
information presented by the developer's engineer. It is the City
Engineering Department's opinion that the developer's engineer has

presented reasonable data that may justify removal of the onsite
detention requirement. A detailed review will be made upon
submittal of the complete improvement plan design for the site.
Rather than remove the onsite detention requirement at this time,
staff suggests revising the existing condition to allow the City
Engineer to waive the onsite detention requirement should the
developer demonstrate that detention is not needed. As part of the
City Engineering review, the applicant would be required to
demonstrate that no overburdening of the existing drainage system
would occur and that future drainage within the City's street will
adhere to the City's dry travel lane standards. The suggested
revisions are as follow:

84.0. Improvements shall be constructed to detain drainage
onsite when the drainage amount is between the ten
and fifty year storm event. A rainfall intensity
zone k shall be utilized in the design unless an
alternate design intensity is approved by the City
Engineer. However, should the developer
demonstrate to the satisfaction of the City
Engineer, that future drainage to Science
Drive will allow a design adhering to the
City's dry travel lane standard, then the
condition for onsite detention shall be
waived.
Parcel Map Condition Change
37.0. Improvements shall be constructed to detain drainage
onsite when the drainage amount is between the ten
and fifty year storm event. A rainfall intensity
zone k shall be utilized in the design unless an
alternate design intensity is approved by the City
Engineer. However, should the developer
demonstrate to the satisfaction of the City
Engineer, that future drainage to the Science
Drive will allow a design adhering to the
City's dry travel lane standard, then the
condition for onsite detention shall be
waived.
RECOMMENDATION
1) Modify the Conditions of Approval for Tentative Parcel Map 5037
and IPD's 96 -1B and 96 -2A through 96 -2E as shown above.
2) Direct staff to approve a Minor Modification to the subject
approved IPDs and Parcel Map upon application of the developer
and payment of any required fees.
