Gilbert, Director of Public Dbrks DATE: April 7, 1997 (Council Meeting 4- 16 -97) 1 SUBJECT: Consider Resolution No. 97 - Approving the Mitigated Negative Declaration and Adopting a Mitigation Monitoring Program for the Spring Road Bridge Replacement Project DISCUSSION A. Project Defined The City Engineering Department is about to complete the design for a project to replace the Spring Road Bridge. The construction of this project is scheduled to proceed as soon as the construction of Science Drive between Los Angeles Avenue and Peach Hill Road has been completed. B. Negative Declaration 1. Preparation / Review The City retained the services of a consultant to prepare the subject Negative Declaration. Notice of the draft document and related Initial Study, was provided in accordance with the requirements of the California Environmental Quality Act CEQA. Also, the draft document was distributed for comment to all appropriate agencies in accordance with the requirements of (CEQA). 2. Comments / Responses The review period for the document ended on February 24, 1997. Comments were received from four (4) agencies listed below. Substantive comments are addressed in Exhibit 1. Monitoring Program The subject Mitigated Negative Declaration sets forth a Mitigation Monitoring Program to be followed during the construction of the project, in order to ensure that the mitigation measures defined in the document are implemented. The Mitigation Measures to be monitored by this program reflect standard mitigation measures required by the city for all like projects. 4. Approval The approval of this document does not require a public hearing. However, even though the review period has ended, additional comments may be received at or prior to the City Council's consideration of this matter. If any substantive comments are received, it is recommended that those comments be addressed prior to approval of the document. It is anticipated that any such substantive comments could be addressed by staff at the City Council meeting. 5. Copy of Document A copy of the Mitigated Negative Declaration has been distributed to the City Council under separate cover. 6. Resolution The attached Resolution approves the subject Mitigated Negative Declaration and adopts the attached Mitigation Monitoring Program.
