SUBJECT: Consider Award of Contract for the Design and Implementation of an
Emergency Response Exercise
Executive Summary
The City Council is being asked to award a contract to Caroline Pratt and Associates Inc. (CPAI)
for the design and implementation of an emergency response exercise for City staff. The purpose
of the exercise will be to practice emergency response skills and techniques and to test the layout
and function of the City's Emergency Operations Center (EOC). It is proposed that the contract
be awarded at a cost not to exceed $4,080.
Background
The City Council approved the allocation of $4,000 in the 1996/97 budget for the design and
implementation of an emergency exercise. In addition, the Council also adopted, as one of its
objectives for 1996/97, the implementation of an emergency response exercise. While all full -time
staff have participated in several emergency response training sessions (most recently the six -week
course in Oct/Nov. 1996), and management staff participated in a tabletop exercise several years
ago, City staff has not yet had the opportunity to exercise their skills in a "hands -on" simulated
disaster situation.
The purpose of the exercise is to practice learned skills and procedures and to identify any
weaknesses so that they can be addressed before an actual disaster strikes. It's important that an
exercise be designed so that a variety of functions are involved and that it be challenging but not
so challenging that frustration sets in and learning stops.
In response to the recent RFP disseminated by the City, three proposals were received. The
proposals were submitted by the following consultants:

Terra Firma (Wendy Milligan) was the low bidder. While Ms. Milligan has the necessary
expertise and experience to perform the work required, she does not have the general liability
insurance identified in the proposed contract ($1,000,000). CPAI, as the second lowest bidder,
has indicated that it has the required insurance polices and it appears to have the expertise and
experience necessary to perform the work. While CPAI's proposal is $80 more that originally
allocated by the City Council, there are sufficient funds in the emergency response division budget
to cover additional costs. Therefore, staff is proposing that the City Council award the proposed
contract to CPAI.
Upon the City Council's actions to award the contract at its April 16 meeting, staff anticipates
that the emergency response exercise will take place in June.
Recommendation
Staff recommends that the City Council award a contract for the design and implementation of an
emergency response exercise to Caroline Pratt and Associates Inc. at a cost not to exceed $4,080,
and authorize the City Manager to sign said contract on behalf of the City.
