TO DISSOLVE THE MOORPARK MOSQUITO ABATEMENT DISTRICT AND TRANSFERRING SERVICES AND PROPERTY TAX TO THE CITY DATE: May 15, 1997 (5/21/97 City Council Meeting) 1' . ; n • The attached resolution petitions the Local Agency Formation Commission to dissolve the Moorpark Mosquito Abatement District. With the transfer it requests that the services provided by the District be provided by the City and that the property tax revenue which supports the District be transferred to the City. The Moorpark Mosquito Abatement District (MMAD) was formed in the 1960's two decades before the incorporation of the City. It met a significant need to control mosquitos and flies which were caused by the chicken and horse ranches in the area. Recent review of the District's operations indicates that over ninety percent of the District funding comes from the residents of the City of Moorpark. Moorpark as an incorporated City can provide the same Health & Safety Code enforcement that they now provide the City. There would also be economies in administration because of the current structure of the City administration which would enhance customer service while reducing costs. This will allow the expansion of the services offered by the City and will return services to the taxpayers for the property taxes that they are paying. In order to transfer the duties of MMAD to the City, MMAD must be dissolved. The dissolution of a special district is governed by government code. Three mechanisms can be used to begin the process. The voters by referendum can seek dissolution, the Trustees of MMAD can unanimously vote for their own dissolution, or the City can petition the Local Agency Formation Commission (LAFCO) to dissolve MMAD. Staff requested assistance from LAFCO regarding the form of the petition. County Counsel responded with an outline of a resolution. Staff has prepared the attached resolution based upon the outline provided. Staff and the City Council Ad Hoc MMAD Committee (Mayor Hunter and Council Member Evans) have also scheduled a meeting with Trustees of MMAD, representatives of LAFCO, and County Supervisor Mikels office.
