Staff Recommendation: 1) Appoint as Authorized Agents: Troy Brown, City Manager, Deborah Traffenstedt, Assistant City Manager, and Ron Ahlers, Finance Director, to execute grant documents for and on behalf of the City of Moorpark for the purpose of obtaining federal financial assistance provided by the federal Department of Homeland Security and subgranted through the State of California to support various City emergency management projects, programs, and operations; and 2) Adopt Resolution No. 2018-____, rescinding Resolution No. 2013-3245. MOORPARK CITY COUNCIL AGENDA REPORT TO: Honorable City Council FROM: Teri Davis, Program Manager DATE: 08/01/2018 Regular Meeting SUBJECT: Resolution to Appoint Authorized Agents to Obtain Federal Department of Homeland Security Grant Funds Subgranted through the State of California and Rescind Resolution No. 2013-3245 BACKGROUND In November 2013, the City Council adopted Resolution No. 2013-3245 appointing certain employees by name and position title as authorized agents to process Department of Homeland Security (Homeland Security) funding documents. Changes in personnel and job titles have transpired since 2013, which causes the need for the City to update the designated signers on Homeland Security grant documents. DISCUSSION Homeland Security provides grant funding for emergency management performance programs, such as Homeland Security’s Emergency Management Performance Grant (EMPG), the Homeland Security Grant, and the Hazard Mitigation Grant. Of the three, EMPG is non-competitive and the City of Moorpark (City) is entitled to an annual appropriation that is calculated based on population. EMPG is subgranted through the State of California Governor’s Office of Emergency Services (OES) and the City, as a member of the Ventura County Operational Area, is a sub-grantee for EMPG funds approved for County OES. The City receives approximately $15,000 EMPG funds annually, which must be expended on emergency management projects, programs, or operations. The City may also apply for competitive funding such as the Homeland Security Grant and Hazard Mitigation Grant from time to time, and has received funding through the Homeland Security Grant program within the past five years. The appointment of authorized agents is required to process funding documents for the Homeland Security grant programs. Item: 10.H. 348 Honorable City Council 08/01/2018 Regular Meeting Page 2 The attached draft resolution rescinds Resolution No. 2013-3245 and appoints Troy Brown, City Manager, Deborah Traffenstedt, Assistant City Manager, and Ron Ahlers, Finance Director, as authorized to execute grant documents for and on behalf of the City of Moorpark for the purpose of obtaining federal financial assistance provided by the federal Department of Homeland Security and subgranted through the State of California. FISCAL IMPACT There is no fiscal impact. STAFF RECOMMENDATION 1) Appoint as Authorized Agents: Troy Brown, City Manager, Deborah Traffenstedt, Assistant City Manager, and Ron Ahlers, Finance Director, to execute grant documents for and on behalf of the City of Moorpark for the purpose of obtaining federal financial assistance provided by the federal Department of Homeland Security and subgranted through the State of California to support various City emergency management projects, programs, and operations; and 2) Adopt Resolution No. 2018-____, rescinding Resolution No. 2013-3245. Attachment: Draft Resolution 349 Attachment RESOLUTION NO. 2018-_____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, APPOINTING AUTHORIZED AGENTS TO EXECUTE FOR AND ON BEHALF OF THE CITY OF MOORPARK FOR THE PURPOSE OF OBTAINING FEDERAL FINANCIAL ASSISTANCE PROVIDED BY THE FEDERAL DEPARTMENT OF HOMELAND SECURITY AND RESCINDING RESOLUTION NO. 2013-3245 WHEREAS, the federal Department of Homeland Security (Homeland Security) provides grant funding for emergency management; and WHEREAS, the Homeland Security’s Emergency Management Performance Grant (EMPG), the Homeland Security Grant, and the Hazard Mitigation Grant are such funding programs subgranted through the State of California; and WHEREAS, the City is entitled to receive and wishes to receive annual EMPG funds and apply for Homeland Security Grant and Hazard Mitigation Grant funds when funding opportunities arise; and WHEREAS, the City wishes to appoint authorized agents to execute Homeland Security grant funding documents on the City’s behalf. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. Be it resolved by the City Council of the City of Moorpark that Troy Brown, City Manager, or Deborah Traffenstedt, Assistant City Manager, or Ron Ahlers, Finance Director, are hereby authorized to execute for and on behalf of the City of Moorpark, a public entity established under the laws of the State of California, any actions necessary for the purpose of obtaining federal financial assistance provided by the federal Department of Homeland Security and subgranted through the State of California. SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall cause a certified resolution to be filed in the book of original resolutions.
