SUBJECT: Consider Authorization to Advertise for Bids for the
Retro- fitting of Storm Drain Inlets at Certain Locations
Throughout the City.
This report requests authorization to advertise for receipt of bids
for a project to install cross bars on certain storm drain inlets
and requests approval of a budget amendment to fund the procurement
of "bicycle- friendly" grates for certain other storm drain inlets.
In February 1997, the City Council considered a report which
discussed the cost to install cross bars on a number of storm
drain inlets throughout the City. That report estimated that
the cost of such a project could range between $14,000 and
$150,000. The scope and cost of the project varies
considerably depending upon the height of the vertical opening
of the curb face inlets to be retro- fitted. A project
restricted to inlet heights of eight inches (811) or greater,
would be much less costly than a project which included all
inlets with a curb face opening of seven inches (711) or
greater. The City Council directed staff to proceed with this
project, to include a number of bid alternates for various
scopes of work based on the size of the inlet openings.
As a part of that action, the City Council also directed that
any grate inlets which do not comply with design standards
related to bicycle traffic, also be replaced.

1. Survey: The Public Works staff (the Administrative Intern
and the Management Analyst) conducted a complete inventory
of all of the storm drain inlets in the City.
2. Location Maps and Inventory: From that survey a set of
location maps and an inventory list was developed, noting
the height, length and other relevant descriptive factors
pertaining to the catch basins.
3. Plans and Specifications: Those maps and inventory lists
have been included in a set of plans and specifications
developed by the Public Works staff. A copy of the draft
plans and specifications have been placed in the City
Council office for review and comment.
4. Bid Item Detail: Also included in the plans and
specifications is a bid item detail, also developed by the
Public Works staff, which identifies the inlets to be retro-
fitted. That summary of the work required is divided into
three levels of effort generally described as follows:
Schedule Curb Face opening
"All 8" or greater
"A' & "B" 7' tt or greater
"putt f "Bit & "C" 711 or greater
5. Caltrans Jurisdiction: There are two catch basins shown in
Appendix "All and Appendix "B" of the specifications which
have not been included in the Scope of Work because these
catch basins are located on a street which is still under
Caltrans jurisdiction. Those catch basins are described as
follows:

6. Technical Provisions: Only the technical provisions,
pertaining to the actual method of installing the cross
bars, was developed by a Civil Engineering consultant.
7. Cost Estimate: An estimate of project costs for each of the
above described levels of effort, is as follows:

8. Option: It is the recommendation of staff that
the draft plans and specification be revised to eliminate
Schedule "C ": 7" inlet height. This would restrict the
retrofit program to two alternatives defined as follows:

"A' & "B" 7k" or greater
9. advertise for Bids: The project is ready to advertise for
receipt of bids.
C. Bicycle- Friendly Grates
1. Location: The above described survey also located a number
of grate inlets with grates which do not conform to design
standards required for bicycle traffic. Ten (10) grate
inlets fall into this category. Information pertaining to
the location and cost to replace these grate inlets is shown
in the summary and maps attached as Exhibit 1.
2. Implementation: It is the intent of staff to not include
the replacement of these grate inlets in the retrofit
contract. Instead, new grates will be purchased and
installed by City staff.
1. Cross Bars: As stated above, most of the design wrok was
done by in -house Public Works staff. Only the technical
specifications were prepared by a consultant civil engineer,
at a cost of approximately $1,500. The funding for the
construction costs for this project will be included in the
FY 1997/98 Budget. It is the recommendation of staff that
both current year and future year costs for this project be
funded by the Gas Tax fund.

2. Bicycle - Friendly Grates: The estimated cost for the
procurement of the required new grates is approximately
$3,600.
3. Total FY 1996197: A Resolution has been attached
appropriating funds and amending the FY 1996/97 Budget to
fund the above described design costs and grate replacement
costs. The total amount required this fiscal year is
$5,100.
4. Total FY 1997198: It is the intent of staff to include the
construction and related work for this project in the FY
1997/98 Budget. The anticipated funding amount, from the
Gas Tax Fund, will be $60,000.
1. Cross Bars: Bids are expected to be presented to the City
Council in July. Construction is expected to be completed
in September or October, depending on the scope of work.
2. Bicycle - Friendly Grates: The new grates should be received
and installed within six to eight weeks.

Staff recommends that City Council take the following actions:
1. Approve a revised scope of work for the retrofit installation
of storm drain inlet cross bars to include inlets with an
opening of 7'11 or greater (Schedules 'A' & "B" only).
2. Approve the plans and specifications for this revised project
and authorize staff to advertise for receipt of bids.
3. Adopt the attached Resolution approving a budget amendment to
fund initial costs for this project for the procurement of new
grates for certain storm drain inlets: from $0 to $5,100
($5,100 increase), from the Gas Tax Fund 240.801.8055.000.
