In June of 1996, the City Council awarded a contract to J&H Engineering for a project to widen the west side of Moorpark Avenue just north of Poindexter Avenue in order to provide additional pavement width to facilitate south- to-west right turn traffic. The amount of the contract was $19,909.25. The total estimated project cost at that time was $28,000. 2. In September of 1996 the City Council aWoved a change to the scope of work and budget for this project to cover certain additional required work. The revised construction contract cost at that time was $38,772. The revised estimated total project cost was $48,000. 3. In April 1997 the City Council approved another increase for this project. The amount then estimated for construction was $41,259.36. Total project cost was estimated to be $51,247. Less FY 1.995/96 costs of $4,689, the FY 1996/97 Budget was increased to $47,000. Construction on the subject project began on June 29, 1996. Final repairs were not completed until May 5, 1997. pndAr.cap 111 1 �a� Poindexter Right Turn Lane May 21, 1997 Page 2 Three construction change orders were issued, which are summarized as follows: (1) Signal conduit was necessary on the west side of Moorpark Avenue and five additional signal loops were required at the southbound left turn lane from Moorpark Avenue to First street. The new conduit was required by Caltrans because the existing conduit appeared too shallow to facilitate the street widening. (2) Due to the extreme cross slope of the pavement on Moorpark Avenue, an additional 13 feet of pavement grinding and repaving was necessary to provide positive drainage to the new gutter. (3) The contractor incurred additional equipment use and labor costs during paving operations due to a Caltrans requirement that paving stop after 3:00 P.M. The contractor had to come back a second day. This change order compensated the contractor for this additional cost. C. Fiscal Imp= 1. At this time it would be appropriate for the City Council to accept the project as complete and authorize the recordation of a Notice of Completion. Staff recommends that the City Council take the following actions: 1. Accept the work as complete; 2. Direct the City Clerk to send a Notice of Completion to the County Recorder for recordation; and, 3. Authorize the release of the retention upon satisfactory clearance of the thirty five (35) day lien period. pndAr . cap OQUO?
