BY: For the past several years, the City Council has approved Goals and Objectives for the City. Prior to the 1996/97 FY, the Council had designated a number of objectives for each department. All of the potential objectives were listed and a number of them were selected as the highest or high priorities. Generally, only a few objectives were actually accomplished. This reflected the ambitious plan that it was, the relatively small staff, the moderate amount of staff time available for working on objectives vis-a-vis the routine day-to-day responsibilities, and the changing of priorities during the year as the Council and staff addressed unanticipated items or items requiring attention due to external or internal factors. For the 1996/97 FY, a new approach was developed. The Council approved a list of seven citywide goals that reflected the City's overall commitment to its Mission Statement. It also attempted to have a more direct relationship with the budget process. The list of potential objectives was pared down by eliminating routine and ongoing items. The Citywide goals were developed to reflect City priorities across all departments. Attached is the list of proposed "Goals and Ojectives for FY 1997/98." It shows the changes from the 1996/97 approved objectives. As in past years, only a few objectives were able to be accomplished. Also attached is a list of "Added and Unanticipated Items" addressed by the City as compiled by the affected departments. The order of the listed objectives does not denote a suggested priority. The responsible department is noted in abbreviated form in parentheses after the objective; e.g., City Manager's office is shown as (CM), City Clerk's office as (CC). Although there may be more than one department tasked with work on a specific objective, only the department with primary responsibility is shown (except for a few objectives). Included language in the City's landscaping maintenance contracts requiring the contractors to deposit yard materials at alternative disposal sites for recycling. 2. Assisted Moorpark Community Tire in becoming a State Certified Used Oil Recycling Center. 3. Surveyed residents participating in the compost bin sales program. 4. Successfully litigated the City's mandatory solid waste collection ordinance and received restitution. 5. Worked with the County and other east county cities to develop a contract with two vendors for a regional HHW collection program. 6. Responded to and monitored Conejo Enterprises bankruptcy status and proposed transfer of its Franchise Agreement to Western Waste. 7. Participated in a symposium on oil recycling and re -refined oil products. Received recognition from the California Integrated Waste Management Board for efforts at promoting the use of re -refined oil. 8. Coordinated the purchase of carpet made from recycled materials for the City Hall Conference room. 9. Participated on VCTC's paratransit task force. 10. Participated on VCTC's senior nutrition transportation task force. 11. Implemented an expanded paratransit service for riders who require use of a wheelchair and/or live 3/4 of a mile off the fixed route using Thousand Oaks Cab. 12. Developed and initiated a Holiday Safe and Courteous Driver Recognition Program that was jointly sponsored by the Moorpark Kiwanis Club and the Police Department. 2. Implemented the Arroyo Simi Watch Program using volunteers from the Resource Center and the community to try and prevent children from crossing the Arroyo at times when the water level was dangerous. 3. Reorganized the volunteer structure at the Resource Center and transferred responsibility for coordination and supervision of the program to sworn staff members. 4. Prepared Public Nuisance Ordinance to address unsanitary and indecent acts of public defecation and urination. CITY CLERK'S OFFICE 1. Coordinated providing Conflict of Interest Radius Maps to Council and Commission. 2. Updated Moorpark portion of the County Business Resource Director. 3. Staff to Ad Hoc Citizens Recognition Committee. 4. Staff to Ad Hoc Rules of Procedures Committee. 5. Management of Offsite Records Storage Program. 6. Management of Internet Homepage. 7. Expansion of the Citywide Newsletter from annual publication to quarterly publication. 8. Managed citizen complaints/inquiries made via E-mail. COMMUNITY DEVELOPMENT DEPARTMENT 1. Review and respond to golf driving range projects and proposed recycling plant in County unincorporated area. 2. Prepared three zoning related moratorium ordinances. 3. Assisted the Downtown Plan Citizens Ad Hoc Committee. 4. Assisted in preparation of document for dedication of development rights. 5. Processed modifications to General Optics projects to allow timely construction. 6. Processed several General Plan Amendments including possible reversion of Bollinger project to its prior land use and several zoning code changes. 7. Prepared report pertaining to review of'Greenbelt Agreement. 8. Assisted in preparation of revised project account codes and related items. COMMUNITY SERVICES DEPARTMENT 1. Developed use agreements for City Council action with Moorpark Little League, Moorpark Girls Softball, and drafted agreement for other youth sports groups. 2. Developed preliminary plans for adding office space at Arroyo Vista Recreation Center. 3. Reconstructed two water lines at Arroyo Vista Community Park as result of project to pave park access road. 4. Developed agreement to have private security guards lock Home Acres Buffer gate. S. Developed specifications and prepared contract amendment to have City's landscape contractor provide custodial services at Arroyo Vista Recreation Center. 6. Evaluated alternatives and selected software for recreation class registrations. PUBLIC WORKS DEPARTMENT Administration 1. County Library Parking Lot: Acted as liaison to the County's parking lot project. 2. Library Parking Lot Expansion: Worked with the County and their contractor on a Change Order to expand the parking lot westerly to add sixteen spaces. 3. Walnut Canyon / Gabbert Canyon Drainage Study: Participated in process to prepared report with VCFCD's consultants. Final report will recommend a combination of diversion and retention. 4. School District Assistance with Crossing Guard Program: Worked with the school to develop a program whereby the School District would provide assistance in providing crossing guard substitutes. 5. City Engineering Fees: Working with CAA to develop new engineering fees. 6. City Engineering Amendment: Working with CAA to develop certain amendments to the Agreement for Engineering Services. 7. STP / CMAQ Grant Applications: Prepared the four grant applications of which three are expected to be funded. 8. MMCA Water Services: Worked with HOAs to resolve issues regarding the alleged need to transfer certain water meters to the City [Request denied]. 9. Lucky's Deed: Worked to attempt to transfer certain property (formerly MMCA property) to Lucky Market. 10. Traditions Deeds (East Ranch): Worked to accept deed to landscaped area owned by the Traditions HOA. 11. Street lights in Second Street Neighborhood: Working on a feasibility study for the installation of additional street lights in this area. 12. Deed to SCE for Access Ramps N/S of T R Rd Bridge: Working to resolve issues preventing the recordation of deeds to SCE for the level access ramps at the Tierra Rejada Road Bridge. 13. Confined Space Policy / Procedure: Worked to develop a draft policy / procedure document to govern work needed to be done in confined spaces. 14. Mt. Trail Slope: Working with CAA to resolve issues surrounding future maintenance responsibilities for slope maintenance adjacent to Mountain Trail Street north of Shadyridge Drive. 15. City Hall Plan: Developed a conceptual plan for the Ci, Center complex to enable us to develop alternative site designs for parking and additional City Hall building(s 16. City Hall Sidewalk: Developed a conceptual design for placement of a sidewalk in front of the City Council Chambers. 17. Proposition 218: Assisted to develop a response to the requirements of Prop. 218. 18. Le Club.Litigation: Working with the City Attorney on a defense to lawsuit regarding fees paid by Palmer for the Pedestrian Bridge. 19. PWD Approved C.O.: Working to develop a Procedure (MAP) delegating approval authority of certain change orders to the Public Works Director. 20. Traffic Safety Evaluation (U C Berkeley): Developing a summary of the Traffic Safety Evaluation prepared by U C Berkeley top be transmitted to the City Council. 21. Bus: Management Analyst is developing specifications for procuring a new City bus. 22. Carlsberg: Worked with the Planning Department on a number of issues including: extent of City maintained landscaping; final maps; easements; etc. 23. Underground Utility District: Worked with SCE on efforts related to the development and implementation of an underground Utility District on Los Angeles Avenue. 24. Engineering Invoices: Worked on the transfer of the invoice tracking system to the Purchase Order system. 25. City -Owned Street Lights: Investigating the feasibility of the City taking over the ownership and/or maintenance of all street lights. 26. Watershed Master Plan: Served as liaison to the Calleguas Creek Watershed Master Plan steering committee. 27. File Storage: Working to reorganize files: box and place old files off -site, rearrange remaining files. 28. Bridge Inspection Program: Working with the County of Ventura to set-up a new contract bridge inspection program to replace the free services being discontinued by Caltrans. 0 Added Capital Projects 1. Storm Drain Easement (AVP): Also able to accept storm drain easement from SCE. 5. La Falda Property / Access Road: Working to develop a project to construct the access road and to gain access to the city -owned lot. 6. Project Signs: Developing new standards to require all future Public Works projects to place Public Information signs at approaches to projects. 7. Rail Crossing Upgrades: Working on a project to upgrade several railroad crossings in the City. 8. Storm Drain Inlet Cross Bars: Working on a project to possibly install cross bars at several catch basins. 9. Unidos: Working on the development of a project design for the construction of street improvements at Unidos and Juarez. 10. Chuy's Parking: Worked on the development of revised striping plans for Los Angeles Avenue to allow curbside parking on the south side of the street. 11. Peach Hill East of Spring: Working on the development of a design for the widening of the street to allow a left turn lane. 12. Moorpark Road @ Tierra Rejada Road: Working on the development of a design for the construction of safety improvements at this intersection. 13. Wicks Road Slope Repair Easements: Had to seek and obtain easements (unanticipated) to construct the slope stabilization improvements. 14. Flory Wall: Worked on a project to extend the height of a property wall on the north side of Los Angeles Avenue just west of Flory Avenue. 15. Park Lane & L A Ave. Traffic Signal Modification: Managed project to relocate traffic signal poles at the southeast corner. 16. Park Lane Storm Drain [South]: Worked on a project to install a storm drain to serve this street segment [Abandoned] 17. Park Lane Storm Drain [North]: Working on a project to improve drainage on this street segment. 18. MRA Funded Storm Drains: Developing priority list for MRA funded storm drain projects. 19. Parkway Landscaping NIS Poindexter: Working on a preliminary plan for the installation of parkway landscaping on the north side of the street. 20. Banners on High Street: Worked to develop a design for these poles. 21. Spring Road Bridge Approaches: Added design work for bridge approaches and the addition of street improvements on the west side of the street north of the bridge. 22. Spring Road Bridge Trail: Working on added design work required to provide for the future levee trail to go under the bridge. Parks 1. Parks Maintenance: Assumed responsibility for the Parks Maintenance function for a period of time. 2. AVP Road Drainage: Assisted in the development of contract language related to the School District's efforts to resolve a drainage problem on the AVP access road. 3. Campesina Park: Working with Cabrillo Economic Development Corporation on their efforts to proceed with the development of the park. Poindexter Park: Took over the management of the park construction project. 7. Poindexter Park Deeds: Coordinated efforts to have the MRA deed the park and park access road to the City. Traffic and Streets 1. Street Sweeping Contract: Worked on effort to assign this contract to another firm (abandoned). 2. Dump Site: Worked to relocate street sweeping dump site from the Library parking lot site to property off of High Street west of Moorpark Avenue. 3. Crack Filling: Initiated major in-house crack filling program using rented equipment. 4. Truck Route Signs: In response to a request from the County, working to remove the TRUCK LEFT TURN sign for westbound truck traffic at Moorpark Road. 5. Oversized Vehicles: Developed a draft ordinance to restrict Motor Home parking. 6. Speed Hump Program: Developed a Speed Hump Program. 7. Speed Surveys: Managed efforts to perform a new Speed Surveys to replace obsolete surveys for certain street segments. 8. Liberty Bell Road Parking: Prepared Resolution and installed additional NO STOPPING ANYTIME signs. 9. Detour: Responded to Caltrans request to have freeway traffic DETOURED on to City street to facilitate Caltrans freeway repair project. 2. L A East: Modified design to include two 8-feet wide bike lanes. 3. Caltrans Maintenance Yard: Working with Caltrans on their efforts to proceed with the construction of the new Maintenance Yard. 4.
