Hare, City Clerk BY: DATE: May 28, 1997 (tor CC Mtg of 6/4/97) SUBJECT: CONSIDER CITIZEN RECOGNITION EVERT - REPORT FROM AD HOC COUNCIL COMMITTEE Two meetings of the Citizen Recognition Ad Hoc Council Committee (Councilmembers Teasley and Wozniak) were held to discuss the scope and particulars of a City sponsored citizen recognition event. The table following is a recap of the Committee's discussion and recommendations: When Annually In conjunction with Country Days. It was discussed and determined that a week night event will be better attended. PROPOSED DATE IS WEDNESDAY, SEPTEMBER 24 which is the week of the Saturday, September 27 Country Days Celebration. Where Community Center Time 7:00 p.m. Recognition Awards 1. Certificates to be prepared by staff and mounted on wooden plaques for the special recognitions. (The City of Glendale calls their citizen awards "Community Partnerships ".) 2. Some recognitions will be done as a group such as eagle scouts, boards of the youth sports groups and City Commissions. Plaques will not be prepared but pictures will be taken of each group as they are recognized. Recognition Period Previous fiscal year, e.g. FY1996/97 for this year's recognition. Event Duration One hour for recognitions. One hour for celebration — refreshments and visiting. Total of two hours. Funding Appropriate $1,000 in the FY1997/98 Budget. OW33'7 Recognition: Nominations for special recognitions will Special b requested from: Council City Employees Fire Chief Individuals Media Moorpark Police Chief Service Clubs and Organizations All available means including a press release, an Internet news brief, a character generator message, and the Chamber newsletter will be used to notify individuals and groups of their opportunity to nominate. No anonymous nominations will be accepted as the information concerning any nomination must be verified. It is proposed that there be two categories for the Special Recognitions: 1) Residents of Moorpark deserving special recognition and, 2) Individuals who are responsible for a significant benefit to the residents of Moorpark. A sample of the proposed written criteria for making nominations (the nominations forms) are attached. All nominees will be mentioned and one or more nominees may be chosen by a Council Ad Hoc Committee for recognition. The special recognitions will be the last of the evening. Those awarded special recognition will be invited to ride in the Country Days Parade. 2 _. 000338 Recognition: COMMISSIONS AND ADVISORY CONKITTEES: City volunteers Planning Commission Parks & Recreation Commission Senior Center Advisory Committee Teen Council Ad Hoc Downtown Specific Plan Committee Descriptions of the purpose and responsibility of each Coasissioa /Council /Comittee will be prepared by the City Clerk to be read during the recognitions. OTHER CITY APPOINTEES: Moorpark Mosquito Abatement District Area Housing Authority Area Agency on Aging CTAC /SSTAC Air Pollution Control District Descriptions of the purpose and responsibility of each organisation will be prepared by the City Clerk to be read during the recognitions. VOLUNTEERS: DART (Disaster Response Assistance Team) City Employee EMTs City recreation events City clean -up events City facilities (volunteers at Arroyo Vista Recreation Center, City Hall, Police Resource Center, and the Senior Center — the Senior Center does a large recognition event of their own) 0339 Recognition: (HOARDS OF THE YOUTH SPORTS ORGANIZATIONS: Groups AYSO Girl's Softball Little League Moorpark Basketball Moorpark Tennis Club Moorpark Striders Moorpark Football (and Packerettes) Moorpark Soccer SERVICE CLUBS /ORGANIZATIONS: American Legion Catholic Charities Friends of the Library H.E.L.P. Kiwanis Club Knights of Columbus MOMS Club Moorpark Active Seniors Moorpark Historical Society Moorpark Moose Lodge 431 Rotary Club Woman's Fortnightly Club OTHERS: SCOUT MASTERS AND GIRL SCOUT LEADERS While there may be too many leaders at all levels to personally recognise, the number within the City and their importance will be mentioned. CROP WALK ORGANIZERS FIREFIGHTER OF THE YEAR when the award goes to a Moorpark fireman. (A Firefighter of the year is picked from the battalion in January. He is from Simi Valley this year.) - - OW340 Recognition: YOUTHS: Achievers recognized by others Boys & Girls Club Youth of the Year is chosen in January. Boy Scouts of America (Eagle Scouts) The Eagle Scouts be recognised as a group since most will have already been recognized at a Council Meeting. Girl Scouts The Girl scout equivalent to Eagle Scout is "Gold AW&rd ". Bone were awarded within the last year but the City will be notified in the future of any "Gold Awards." Country Days Button Design Winner Moorpark Student(s) selected for the VCTC Calendar Design ADULTS: Kiwanis Teachers of the Year xivanis is also working on a City Employee of the Year award. Chamber Citizen of the Year Chamber Business of the Year This award will be recognised at a Council meeting also. Rotary Officer of the Year If the Council approves this event, an appropriation of $1,000 will be considered in the FY1997/98 Budget. STAFF RECOMMENDATION: 1) Approve the event as outlined in the report 2 Designate the Ad Hoc Citizens Recognition Committee or another Committee selected by the Council to select the special award winners.
