On May 21, 1997, 1 requested an agenda item be placed upon an upcoming City Council Meeting Agenda to discuss our current procedures for appointments to various Committees and Commissions While I believe the current system works fairly well, I would like to propose the following procedural adjustment when more than one person is to be appointed to a Committee or Commission. Before the Mayor lists individual names to be voted upon, I would like to require that all of the proposed appointees be named as a group. The City Council would then have an opportunity for discussion. This will allow the entire Council to know in advance what type of makeup and character the Commission or Committee will have if all the proposed individuals a ratified by the Council. This will also provide an opportunity for the Mayor to receive feedback and guidance from the entire Council. The actual process of voting on appointees happens relatively fast. It's virtually impossible to weigh the dynamics of individuals and consider how they will interact with each other in a few seconds. We all take the time to talk with and interview applicants, yet we need to decide if an individual will "fit -in" as part of a team within seconds. I feel it's important for the Council to know before the vote on individuals what type of Committee of Commission we will have as a whole. This simple change will allow discussion without bogging down the process. The final decision on who to propose for Committees or Commissions will still lie with the Mayor and each proposed individual will still be voted on separately. The one major difference would be that the entire CCRRICil will have an opportunity to consider the group, not just the individual. 000345
