Gilbert, Director of Public8 DATE: June 20, 1997 (Council Meeting 7 -2 -97) SUBJECT: Consider Approval of the Use of Cast -In -Place Pipe for Certain Storm Drains to be Constructed in Tract 4973 1 1c On February 19, 1997, the City Council approved the Final Map for Tract 4973, one of the large lot subdivisions for the Carlsberg Specific Plan. The developer, Simi - Conejo Construction, Inc. is in the process of preparing tract maps which will establish the location of the lot lines and streets within the subject and other large lot subdivision. The developer is also in the process of grading the site and completing the improvement plans for the first phases of development. DISCUSSION The developer, Simi - Conejo Construction, Inc., has requested (Exhibit 1) City approval to use Cast -In -Place Reinforced Concrete Pipe (CIPP) instead of Reinforced Concrete Pipe (RCP) for certain of the storm drains required by the project. The locations of the storm drain reaches proposed for CIPP are shown on the diagram attached to the request. As shown on that diagram, the storm drains proposed for this construction technique are to be owned and maintained by either the Ventura County Flood Control District (VCFCD) or the Property Owners Association (POA) for the commercial area Business Park. The use of CIPP is not consistent with City Engineering design standards. City standards require the use of RCP. The primary reason for this standard, and the main reason why CIPP is normally to be avoided, is that construction of CIPP in the field lacks the controls and certifications which are attendant to RCP manufactured under controlled conditions in a factory. The controls and inspection required during field construction of CIPP are much more complex than those required for the placement of RCP. The diminished control capability associated with the construction of CIPP could lead to quality control problems during construction and longevity and maintenance problems after construction -- issues which are normally not encountered when using RCP. cast Carlsberg Storm Drains Cast -In -Place Pipe July 2, 1997 Page 2 The benefits to using CIPP instead of RCP for large diameter storm drains, is that CIPP is less costly. In partial consideration for the City modifying its Engineering Standards and allowing the use of CIPP for the storm drain reaches described in Exhibit 1, the developer is offering the City payment of $100,000. In addition, the developer has agreed to pay additional fees required by the increased level of plan checking, inspection and materials testing required by CIPP construction. It should be noted that the City Engineering Division has not yet received, reviewed or approved the plans and specifications for the proposed CIPP work.. Prior to actually completing the review of such plans and specifications, it is not known whether or not the City Engineering Division will be able to approve those documents. For these reasons, it is recommended that only conditional approval of this request be granted. Staff recommends approval of the request to use CIPP for designated portions of the storm drain construction, provided that the plans and specifications for such work are approved by the City Engineer and an Amendment to the Settlement Agreement between Carlsberg and the City is mutually approved which fully addresses this proposed action and related payment to the City. cast SIMI- CONEJO CONSTRUCTION, INC. June 2, 1997 Mr. Steven Kueny, City Manager CITY OF MOORPARK 799 Moorpark Avenue Moorpark, California 93021 Re: Cast -in -Place Pipe Dear Steve: 10� -> VIA FACSIMILE AND U.S. MAIL Pursuant to your request, the purpose of this letter is to set forth our mutual understanding concerning the City of Moorpark's approval of Carlsberg using cast -in -place pipe within Tract 4973, and in consideration thereof, Carlsberg's payment to the City of Moorpark of additional fees. In this regard, the City of Moorpark will consent to Carlsberg using various size cast -in -place pipe within Tract 4973, more precisely shown on the attached exhibit. The cast -in -place pipe will not be located in the public right -of -way, and because it is located on private property, will be maintained by a - Property Owners Association. In consideration for the City of Moorpark consenting to the use of cast -in- place, promptly following the construction and the City's inspection of all cast -in -place pipe, Carlsberg will pay to the City of Moorpark the lump sum of One Hundred Thousand Dollars ($100,000.00).
