Gilbert, Director of Public DATE: June 23, 1997 (Council Meeting 7 -2 -97) SUBJECT: Consider Report Pertaining to Proposed Extension of the Median Island for the East Leg of the Intersection of Moorpark Road and Tierra Rejada Road EXECUTIVE SUMMARY This presents a summary of the final design for the subject improvements as well as a description of the proposed implementation plan. BACKGROUND 1. In April 1996 the City completed a project for the installation of a traffic signal at the subject intersection. The design for that traffic signal provides for a permissive /restrictive left turn phase for west -to -south left turners [a "protected" left green arrow followed by "permissive" left turns during the westbound green light]. 2. In October 1996 the City Council directed the City Traffic Engineer to perform a traffic study at this intersection to identify possible safety improvements. One possible outcome of that study could have been a recommendation that the permissive /restrictive left turn phase be eliminated. 3. In January 1997, the City Council reviewed the Study prepared by the City Traffic Engineer. Based on that study the City Council decided not to modify the function of the traffic signal, but they did concur with the recommendation of the City Traffic Engineer that certain safety improvements could be made at this intersection. 4. The Study concluded that vehicles making the west -to -south left turn movement often make a longer radius turn from the present location of the Stop Limit Bar. Extending the median in the east leg of the intersection westerly an additional sixty feet (60') would shorten this turning radius. This shorter turning radius, in turn, will shorten the length of time a left -turn vehicle remains in the intersection, in the path of eastbound through traffic. It is believed that this change will reduce the incidence of "unsafe" left turns against opposing traffic. The City Council directed that a design be prepared for these modifications. apktr5 . Q ()(' (J8C0 Tierra Rejada Road & Moorpark Road July 2, 1997 Page 2 5. It should also be noted that the extension of the Left Turn Lane will add more vehicle staging area. 6. In February 1997, the City amended the budget to fund this project. A. Project Desian 1. Initial Design: The preliminary design for this project called for extending the raised median for the east leg of the intersection, westerly sixty feet (601) [see Exhibit 1]. Upon completing the preliminary design for these proposed improvements, it was determined that existing drainage conditions required the construction of an extension to an existing storm drain and the construction of a new storm drain inlet. These conditions could only be determined after the survey was completed. The engineer's estimate of probable construction cost for this design option was $14,000. It was decided to revise the design to lower costs. 2. Revised Design: The design was revised to eliminate the "raised" concrete median and replace it with Raised Pavement Markers [RPM] or "Botts Dots." This design accomplishes the same safety objectives as the initial design, but at a much lower cost. The estimated construction cost for this design option is $3,000. 3. Loops: Both of the above plans call for the relocation of the detector loops for the left -turn lane. 4. Diagram: Attached as Exhibit 1 is a diagram showing the proposed modification to the median at the east leg of the subject intersection. B. Implementation Plan In that the construction cost for this project are now estimated to be relatively low, it is recommended that the project be implemented using informal bidding procedures. An outline of the tasks involved is as follows: 1. Bidding Phase: The City Engineer completes the design and provides copies of same, along with bid forms, to selected qualified bidders. Upon receipt of sealed bids on the date specified, the bids are reviewed and the lowest responsive bidder is selected. ipktr5 ()fJU87 Tierra Rejada Road & Moorpark Road July 2, 1997 Page 3 2. Purchase Order: In that the contract amount is expected to be within the range permitted by informal bidding procedures, the work can be authorized by a Purchase Order. 3. No City Council Action Required: These informal bidding procedures require no City Council action. 4. Administration & Inspection: The City Engineer will be retained to provide contract administration and inspection services. 5. Schedule: It is anticipated that bidding process and the construction process will both be completed within three months. C. Fiscal Impact A summary of total estimated costs and Budget amounts for this project, which is funded from the Spring Road /Tierra Rejada Road AOC [Acc. D. Summary / Conclusion Given the limited scope and cost of the revised project, it is the intent of staff to proceed with the project, as proposed, using informal bidding procedures which do not require City Council approval.
