SUBJECT: Consider Bids for the Retro-fitting of Storm Drain Inlets
at Certain Locations Throughout the City and the Adoption
of Resolution 97-).& Amending the Budget for FY 1997/98
to Fund Said Project
EXECUTIVE SUMMARY
This presents the results of the bid opening for the subject
project, recommends the award of a contract for the construction of
said project and recommends adoption of a Resolution amending the
FY 1997/98 Budget to fund said project.
DISCUSSION
A. Background
1. In February 1997, the City Council considered a report which
discussed the cost to retrofit certain storm drain inlets
throughout the City to provide horizontal cross bars to
those inlets which did not have them. The City Council
directed that a project be developed for such remedial work
and that the final design be brought back to the City
Council for approval and authorization to advertise for
bids. That City Council action also directed staff to
replace all grate inlets which were not compatible with
bicycles.
2. City staff conducted a field survey of all of the storm
drain inlets in the City and prepared Location Maps and
Inventory Charts documenting the existing conditions and
needs.
3. A consultant Civil Engineer was retained to prepare the
technical specifications defining how the storm drain inlets
were to be retrofitted. ((��(�(� /µe

4. In May of 1997, the City Council considered a staff report
on the subject matter and then took the following actions:
a) approved an amendment to the FY 1996/97 Budget to fund
the following:
• the separate purchase of "bicycle-friendly" grates for
certain inlets; and,
• consultant costs for the preparation of the technical
specifications for the inlet modification project;
b) determined the scope of the inlet modification project to
include only those inlets with a vertical opening
exceeding 71" ; and,
c) directed staff to advertise for receipt of bids.
B. Bicycle-Friendly Grates
Ten "bicycle-friendly" grates have been ordered to replace
grate inlets at a number of locations. The total cost for the
new grates is approximately $2, 300. When received, the new
grates will be installed by City field personnel. It is
anticipated that this work will be completed in July.
C. Inlet Modification: Scope of Work
The subject project calls for the modification of 129 storm
drain inlets by installing horizontal protection bars. Maps
showing the exact location of the inlets to be modified were
distributed to the City Council under separate cover.
D. Bid Results
Bids for the subject project were received and opened on June
18, 1997. A summary of the bid results is attached as
Exhibit 1 . The apparent low bidder for the required work is
CM Paving, Inc. , with a bid in the amount of $33, 333 .00. The
Engineer's Estimate of Probable Costruction Costs was $40,000.
It has been determined that this bidder is qualified to perform
the work. Said bidder has confirmed that their bid is valid
and that they are prepared to proceed with the construction of
the project.
E. Fiscal Impact
1. FY 1996/97 Budget: As stated above, last May the FY 1996/97
Budget was amended to fund project design costs and the
purchase of "bicycle-friendly" grates. The total amount of
that budget amendment was $5,100, funded by the Gas Tax Fund

2. Deferred Action: Action to appropriate funds and provide a
Budget for the subject Inlet Modification Project was
deferred until the actual costs were known.
3 . Total Project Cost Summary: A summary of total estimated
project costs is as follows:

4. Budget Amendment: Attached is a Resolution amending the
FY 1997/98 Budget to fund the inlet retrofitting portion of
the total project [Account No. 240.801.8055.000.9903] . The
total amount of additional funds required for the subject
contract and related expenses is $41,000. The funding
source for this project is the Gas Tax Fund. A summary of
the prior approved and requested budget for the entire
project is as follows:

will be completed within two months.

RECOMMENDATION (Roll Call Vote)
Staff recommends that City Council take the following actions:
1. Award a contract to CNM Paving, Inc. in the amount of
$33,333.00 for the construction of the subject projects.
2. Approve a construction contingency in the amount of $4,000
for the project and authorize the City Manager to approve
additional work, if required, for an amount not to exceed
ten per cent of the contract;
3 . Authorize the City Manager to sign necessary contract
documents.
4. Adopt the attached Resolution approving an amendment to the
FY 1997/98 Budget to fund this project: from $0 to $41,000
($41,000 increase) , from the Gas Tax Fund [Acc. No.
240.801.8055.000.9903] .
