GIBBS AND ASSOCIATES FOR SITE PLAN AND BUILDING ELEVATION MODIFICATIONS TO AN APPROVED OFFICE /INDUSTRIAL BUILDING LOCATED AT 323 SCIENCE DRIVE (ASSESSOR PARCEL NO. 512-0 - 240 -115) The applicant has requested modifications to the site plan and elevations since the City Council adopted Resolution 97 -1271 approving the project on February 26, 1997. The revised plans are for a reduction in size of the building from 22,542 sq. ft. to 22,464 sq. ft., includes additional landscaping (From 9,044 sf. {15.6 %) to 14,448 sq. ft. {25.79 %) and revisions to the approved elevations. The modifications to the building will have no greater impacts than those originally approved plans. Pursuant to recent City policy, this Minor Modification is being deferred to the City Council for review. Building Cl 7,502 sq. ft. Building C2 10,897 sq. ft. Building D1 8,466 sq. ft. Building D2 8,863 sq. ft. Building E 38,860 sq. ft. 5,000 sq. ft. Mezz Total 43,860 sq. ft. Tentative Parcel Map No. 5037: A subdivision of 2.13 acres into four industrial parcels as follows: Parcel No. 1 .48 acres Parcel No. 2 .60 acres Parcel No. 3 .51 acres Parcel No. 4 .54 acres The proposed development is located on the west side of Science Drive and easterly of the Arroyo Simi in the City of Moorpark. On July 25, 1997, Gibbs and Associates applied for Minor Modification NO. 1 to Industrial Planned Development Permit No. 96- 1 to modify the site plans and elevations to the approved building. The proposed building will be a two story tilt -up industrial manufacturing /office building containing 11,232 sq. ft. on each floor for a total square footage of 22,464 sq. ft. C: \M \IPD961- 2 \20AUG97.CC t. 000249 CC Staff Report for IPD 96 -1 (Minor Modification No. 1) August 20, 1997 Page No. 3 There will be a total of 85 parking stalls provided (67 standard stalls, 10 compact, 4 motorcycle, and 4 handicapped) . The Ordinance requires a total of 68 stalls. Pursuant to Section 17.32.040 of the Municipal Code, no more than 10 percent of the parking in industrial zones may be authorized for compact parking spaces. As the proposed compact parking exceeds the amount allowed in the Ordinance, staff has placed a condition on the Minor Modification, requiring that the site plan be modified to allow no more than 10 percent of the total parking for compact parking stalls. Although the proposed building is of a smaller scale than other buildings along Science Drive, it is of an architectural design that is an enhancement to originally approved project and will be compatible with the neighboring industrial buildings. Sufficient architectural relief will be provided to soften the expansive walls combined with massed landscaping adjacent to the front of the building and a decorative scored integral colored concrete entryway will provide sufficient contrast and provides visual relief from a distance. The proposed building will have a recessed storefront entry with an Alcan Soffit painted to match the building wall, and recessed lighting. There will be a 2' - 6' high poured concrete garden wall located along the east elevation adjacent to the poured concrete sono tube column. The building surface will contain smooth concrete tilt -up wall panels with a variety of textures including a painted finish, medium sandblasted and clear sealed aggregate finish. There will also be vertical and horizontal V- Groove accent lines and a 6' wide horizontal reveal painted accent color band. Reflective glazing on the elevations will also be installed. The City Council approved a Mitigated Negative Declaration for the previously approved project. The proposed project is not expected to result in any different impacts to the environment than the previously approved project. Potential environmental impacts were discussed in the Initial Study and mitigation measures have been incorporated into the conditions of approval for IPD 96 -1 (see C: \M \IPD961- 2 \20AUG97.CC 000250 CC Staff Report for IPD 96 -1 (Minor Modification No. 1) August 20, 1997 Page No. 4 attached Resolution). Pursuant to City policy, this Minor Modification is being deferred to City Council for review. Approve the attached Resolution conditionally approving Minor Modification No. 1 to IPD 96 -1.
