At the Special City Council Meeting on July 9, 1997, regarding Goals and Objectives, there was discussion of the goal to prepare a proposed Growth Management Program (Goal G, Objective 10 of the Draft 1997/98 Goals and Objectives). A request was also made to circulate the last information prepared regarding the Growth Management Program. A staff report that was prepared for the April 3, 1996, City Council meeting and continued several times, was circulated to all of the Council Members following that meeting. That report was discussed at the City Council meeting of May 15, 1996, for which a copy of the minutes was also circulated. DISCUSSION The Growth Management Program previously discussed was modeled after a program in Chula Vista. This involved a series of quality -of -life thresholds /standards and a report for each project to determine compliance with these standards. This was a complex process, for which Chula Vista had a full -time consultant (former San Diego Planning Director), to implement and manage this process. In discussion of such a program on May 15, 1996, City Council consensus was to delete about one - half of the threshold/standards. It was indicated that many of these should be addressed on a project - by- project basis as part of the environmental documents. About half of the remaining were indicated to be included as part of a fee program, which was to be developed. Subsequently, discussions regarding Development Agreement fees have also been mentioned for many of these issues. The draft 1997/98 budget did address funds for a development impact fee program. A major constraint to development of such a program is definition of the need for each area and related costs. Furthermore, much of the projected remaining development in the City is within areas designated or recommended for Specific Plans. As mentioned above, a Development Agreement fee has been discussed for these Specific Plan areas. However, there is still some significant areas not included within Specific Plan areas. Development of a fee program would involve considerable commitment of time from each of the affected department heads to define the needs and cost estimates to address these needs, as well as projections for the annual rate of development to build out of the City. Implementation, project assessment, annual reporting, and adjustments would also need to be part of such a program. This would probably require additional allocation of staff resources in order to accomplish such objectives. Council may wish to consider whether they want ro retain this objective, modify it, or provide alternative direction as to the goal of such a program. Council should determine if the goal is to limit growth, manage growth, or address its impacts. Following that determination what priority should such efforts be given relative to other programs and project and what resources should be allocated to the accomplishment of this objective. Direct staff relative to inclusion or modification of the objective regarding the growth management program as part of the 1997/98 Goals and Objectives.
