SUBJECT: Consider the Reappropriation of Unspent Fiscal Year 96/97
Supplemental Law Enforcement Services Fund Grant Monies in the
Amount of $34,933.13
BACKGROUND
During Fiscal Year 96/97, the City was awarded $64,578 in Supplemental Law
Enforcement Services Fund ( SLESF) grant monies from the State of California. The
SLESF grant was created by the State to enhance public safety by increasing the level of
service provided by local law enforcement agencies. In accordance with Council direction
provided on October 16, 1996, the monies were originally appropriated for the purchase
of several pieces of equipment, including: a new patrol motorcycle, computer upgrades,
a fax broadcast system, and a fax machine for the Police Resource Center.
The following table summarizes the status of the purchases authorized for the FY 96/97

DISCUSSION
As noted in the above table, staff was able to make several of the purchases contained in
the October, 1996 report. However, as the fiscal year continued, a price of $19,305 for the
fax broadcast system was obtained utilizing the system currently in use in the City of
Oxnard's Police Department as a guide. Due to the significant difference between the
$19,305 quote and the $14,400 budget, staff did not pursue the purchase of the fax
machine /broadcast system during FY 96/97.
Fortunately, unlike the great majority of federal and state grants, the SLESF grant does
not have an explicit timely expenditure" requirement nor a requirement to expend the
grant monies during the year in which they are received. However, staff does not
recommend undue delay in completing purchases with the grant money.

Given the current $34,933 unspent balance from FY 96/97, staff is proposing the following
uses for the balance:

Under this proposal, the FAX broadcast system would be purchased as originally proposed
but placed at the East Valley Sheriffs Station. In this way, the phone lines supporting the
system would be paid indirectly by the County. Monies which were originally designated
for public outreach would be redirected to purchase additional computer equipment for use
by patrol officers.
A more detailed listing of the proposed purchases of computer equipment is attached as
Attachment "A."
RECOMMENDATION ( ROLL CALL VOTE)
That the City Council adopt Resolution 97 - amending the FY 97/98 Budget in the
amount of $34,933.13 for expenses related to the balance of the Fiscal Year 1996/1997
Supplemental Law Enforcement Services Fund grant as held in the General Fund (Fund
100).

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK AMENDING
THE FY 97198 BUDGET IN THE AGGREGATE AMOUNT OF $34,933.13 FOR THE
GENERAL FUND (FUND 100) FOR PURCHASES RELATED TO THE BALANCE OF
THE FISCAL YEAR 1996/1997 SUPPLEMENTAL LAW ENFORCEMENT SERVICES
FUND GRANT
WHEREAS, on June 18, 1997, the City Council adopted the Budget for Fiscal
Year 1997/1998; and,
WHEREAS, a staff report has been presented to said Council requesting a
budget amendment in the aggregate amount of $34,933.13; and,
WHEREAS, Exhibit "A" hereof describes said budget amendment and its
resultant impacts to the budget line item(s).
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF MOORPARK DOES
RESOLVE AS FOLLOWS:
A budget amendment for the General Fund (Fund 100) in the amount of
$34,933.13 as more particularly described in Exhibit "A" attached hereto is hereby
approved.

SUBJECT: Supplemental Information Regarding the Proposed Usage of FY 96/97
SLESF Grant Monies
In response to questions which were raised by Council during the discussion of this proposal at the
August 20, 1997 City Council Meeting, I am able to provide the following information.
Teleminder Notification System
The item described as a FAX Broadcast System should be more appropriately referred to as a
Teleminder Crime Notification and Prevention System. This system includes both voice message and
Fax capabilities to communicate with residents and businesses. Teleminder is an automated dialing
system that calls the intended group of persons and delivers a prerecorded personal message. The
system is driven by a P.C. and stores information about specific groups of people by interest,
geographic location, residence, type of business, or particular situation. This type of grouping has
applications beyond the Police Department such as Parks and Recreation, Economic Redevelopment
Agency, City Clerks Office, and could even be provided to outside entities on a fee for usage basis,
ie: service clubs, Chamber, athletic groups, etc.
Teleminder is also an interactive mapping device which would display a map of the city and allows
the designation of the group to receive the message by highlighting a specific area using the computer
mouse, ie: different neighborhood areas, all locations along LA Ave., shopping centers, school sites,
the downtown area, or a specific area experiencing a certain type of crime. Law Enforcement
applications could include: emergency notifications, crime alerts, neighborhood crime watch
information, missing persons or abductions notifications, notification of pending evacuation due to
an environmental hazard, request for witnesses to a crime, location of a wanted criminal, call out of
DART or Citizen Volunteer Groups, or to call in our staff in an emergency. Public safety uses could
include: senior citizen check -ups of the elderly or shut -ins, juvenile offenders or parolee verifications,
call out of city staff in emergency situations, etc.
This system also has a remote call-in mode, in addition to the map mode and personal group creation
mode, which allows for an individual (with proper access codes) to call in and activate the emergency
call out of pre - designated groups of individuals in an emergency. With one phone call to the system

you could deliver the same message to your target group saving time, eliminating multiple calls and
expediting a response. Other features include: the ability to make 120 calls per hour based upon a
60 second message, the system comes preloaded with a map of Moorpark and listed phone numbers
and addresses, has an automated message center in which individuals can report suspicious activity,
logs and records all messages delivered and produces a written printout, detects answering machines
and leaves message after the beep, and can also activate pagers and input a call back number.
This system also has Fax transmission capabilities which include: using Teleminder as a library of
faxes which can be transmit on a time delayed basis or individuals can call the system and access a
menu of faxes such as crime 'statistics, emergency notifications, Parks and Recreation schedules or
City Council Agendas and have it sent to them.
Teleminder is marketed by a California company and also comes with: site preparation, delivery and
installation, two days on -site training course, technical support by phone, 48 hr. or less repair on all
hardware, one year free warranty on all hardware, software and technical support. This system has
been in use by the Oxnard Police Department for over 3 years and has lived up to every claim made
by the company.
Computer Equipment
The computer equipment and identified software will be used by patrol field services and in support
of crime prevention and the new Administrative Assistant position. The laptop computers will be
used by select patrol deputies and will allow the expeditious completion of reports without the deputy
leaving the field. The Mapinfo and Street Info Mapping software will be utilized in the production
of crime analysis information and specific targeting of crime locations which will be printed out and
distributed to detectives and patrol personnel on a daily basis if needed. The purchase of this
equipment is also a partial remedy to the loss of crime analysis support which was provided by
Thousand Oaks P.D. until discontinued earlier this year.
