HomeMy WebLinkAboutAGENDA REPORT 1997 0820 CC REG ITEM 10JAGENDA REPORT CITY OF MOORPARK TO: Honorable City Council FROM: Jill Rubin Myers, Management Analyst DATE: August 8, 1997 (CC Meeting of August 20, 1997) CITY OF"117IC7Vj City Council Meeting of 1992 AC'I't7N:������ SUBJECT: Consider Authorization to Solicit Bids for the Purchase of a New City Bus Background In 1995, the City purchased the current bus, a 27 foot, 21 passenger bus (cutaway Chevrolet van) with two wheelchair stations and an electric wheelchair lift. The operation and maintenance of the bus is provided by Antelope Valley Bus Service. Staff proposes purchasing a second vehicle and using the existing bus as a back -up. The existing cutaway style van/bus runs on gasoline and has logged more than 82,000 miles. The cutaway has also experienced difficulties withstanding the stop and go associated with the transit route and has been out of service for more than 20 occasions since its purchase due to mechanical problems. The current back -up vehicle is the green and white converted school bus owned by Antelope that was used prior to the purchase of our current cutaway bus. Staff proposes the purchase of a 24 passenger, plus two wheelchair stations, medium to heavy duty bus. It is proposed to have a 5.9L diesel engine, a 135" wheelbase maximum, and 25,000 Gross Vehicle Weight Rating minimum. Additional specifications include, but are not limited to: automatic overdrive, AT 545 transmission; four wheel hydraulic disc brakes; ADA wheelchair lift with pad kit; 45 gallon capacity fuel tank; high output heaters; front and rear - mounted air- conditioning; steel rear bumper and exterior side panels; and a fare box. Antelope Valley Bus was asked to review the proposed bid specification to insure that they had no concerns about their ability to maintain the new bus. Antelope indicated that it supported staff recommended bus specifications. The bus will be white and include striping and lettering similar to the existing bus. The City seal will also be attached to the sides of the bus as it is now. It is anticipated that the cost of the bus, with tax, will be approximately $95,000. Staff applied for a Simi Valley/Moorpark Urbanized Area Section 9 grant in the amount of $100,000 and has received approval from the Federal Transit Authority (FTA). Section 9 funds require a 20 percent match. TDA funding to cover the 20 percent matching requirement for the bus purchase has been included in the FY 1997/98 adopted budget. This is the same financing arrangement the City used to purchase the existing bus. Staff has prepared bid specifications and placed a copy in the City Council office for review. Upon Council approval, staff will solicit bids through mid September and request City Council to award bid in October. Delivery of the new bus would be expected by March, 1998. Recommendation Staff recommends that the City Council direct staff to solicit bids for a 24 passenger bus with two wheelchair stations, as identified in the staff report, and return to the City Council for approval to award the purchase to the lowest qualified bidder.
