FROM: Kenneth C Gilbert, Director of Public Works DATE: August 1, 1997 (Council Meeting 8- 20 -97) SUBJECT: Consider Resolutions Approving Amendments to the FY 1997/98 Budget to Provide Contingency Funds for Certain FY 1996/97 Funded Capital Improvement Projects Now Under Construction [Funds Affected: Tierra Rejada / Spring AOC Account (Acc. 211.900); L. A. Ave. AOC Account (Acc. 211.901; Park Improvement Fund (Fund 212); Traffic System Management Fund (Fund 201); TDA Article 3 Fund (Fund 242); and MRA Fund (Fund 410)] DISCUSSION A. Background The City has awarded contracts for the construction of a number of capital improvement projects, which are listed below. Subsequent to the award of those contracts, Purchase Orders were issued for all construction, construction engineering and related expenses which were anticipated at that time. Consistent with City policy, when the FY 1996/97 books are closed, all unexpended monies encumbered by those Purchase Orders will be moved from the FY 1996/97 Budget to the FY 1997/98 Budget. Knowing that these expenses would be funded in this manner, no additional funds for these projects were budgeted for FY 1997/98. B. Contingence Funds General: Anticipating the possible need for additional expenditures during the construction of these projects, it is requested that additional contingency funds be budgeted for these projects for FY 1997/98. 2. Construction Costs: Purchase Orders were issued for the construction contracts listed below. Many of those Purchase Orders included the ten percent (10 %) contingency authorized by the City Council. The additional FY 1997/98 contingencies being requested for anticipated or possible additional improvement costs, are for improvements costs other than those covered by those prime contracts. bgt97 -1 00041.5 Budget Amendment Contingency for Capital Projects August 20, 1997 Page 2 3. Non - Construction Costs: It is anticipated that a number of non - construction costs may be incurred in order to support the efforts required to complete the projects listed below. 4. Budget Amendment: Moorpark Redevelopment Agency (MRA) Attached as Exhibit 2 is a draft resolution appropriating the above described additional MRA funds. RECOMMENDATION (Roll Call Vote) A. CITY COUNCIL: Staff recommends that the City Council adopt Resolution No. 97 approving certain amendments to the FY 1997/98 Budget and certain additional appropriations summarized as follows: 1. AVCP Pedestrian Bridge: a. Tierra Rejada Road / Spring Road AOC Account [Account No.: 211.900.8002.000.98011 from $0 to $6,000 ($6,000 increase); b. Los Angeles Avenue AOC Account [Account No.: 211.901.8002.000.98011 from $0 to $12,000 ($12,000 increase); 2. AVCP Access Road / Bike Path: a. Park Improvement Fund [Account No.: 212.710.7218.000.98011 from $0 to $1,400 ($1,400 increase); b. Traffic System Management Fund [Account No.: 201.801.8003.000. 9801] from $0 to $3,000 ($3,000 increase); C. TDA Article 3 Fund (SB-821) [Account No.: 242.801.8003.000.9801] from $0 to $600 ($600 increase). B. Moorpark Redevelopment Agency: Staff recommends that the Moorpark Redevelopment Agency adopt MRA Resolution No. 97 approving certain amendments to the FY 1997/98 MRA Budget and certain additional appropriations summarized as follows: 1.
