SUBJECT: Consider Approval of the Selection of a Design Engineer
for a Project to Construct Sidewalks and Additional
Pavement Width on Pondexter Avenue
EXECUTIVE SUMMARY
This requests approval of the selection of the design engineer for
the subject project.
The City has received approval of a State Bicycle / Pedestrian
Facilities (SB -821) grant for the subject project. It is now
appropriate to proceed with the design for this project.
DISCUSSION
A. Request for Proposals
An RFP for the required civil engineering services was
distributed to selected civil engineering firms on June 25,
1997.
B. Evaluation of Proposals
Proposals were received on July 21, 1997, from three firms.
These proposals were evaluated and it was determined that all
three firms possess the qualifications necessary to provide the
requested civil engineering services.
C. Design Fee

D. Scope of Design Services
The scope of work offered the firm offering the lowest design
fee appears to define the an array of services adequate and
sufficient to provide the requested final design for the
subject project.
E. Project Description
A brief description of the scope of the proposed project is as
follows:
a) acquisition of additional street right -of -way and the
construction of "pave -out" improvements along the frontage
of property located on the south side of Poindexter Avenue
just west of Sierra Avenue;
b) construction of additional pavement width on the north side
of Poindexter Avenue to accommodate painted Bike Lanes on
both sides of the street;
c) construction of a sidewalk on the north side of Poindexter
Avenue from Sierra Avenue westerly to Gabbert Road;
d) the restriping of Poindexter Avenue and Gabbert Road to
provide painted Bike Lanes on both sides of these two
streets; and,
e) regrading of certain areas north of the Poindexter Avenue
street right -of -way -- on railroad property -- to provide
for the adequate drainage of that area.

A summary of the total estimated project costs is as follows:

G. FY 1997/98 Budget

The FY 1997/98 Budget includes funds in the amount of $240,000
for this project. Project funding currently shown in the FY
1997/98 Budget is as follows:

H. Future Budget Amendment
1. SB -821: When the construction contract is awarded, it is
the intent of staff to revise the budget to revise the Fund
242 (SB -821) funding of this project to also include the
prior year interest earned in that fund. A summary of
proposed SB -821 funding of this project is as follows:
• FY 1997/98 Grant Amount . . $ 44,406
• FY 1996/97 Carry Over $ 20,594
Sub -total . $ 65,000
• Fund 242 Estimated Prior Year Interest
through June 1998 . . $ 27,000

2. KRA: As a part of the above described budget discussion,
staff will also present for consideration, the possible
funding of the local share match with MRA funds.
Approve the selection of M3 Civil, Inc. to prepare the project
design for the subject project.
