Gilbert, Director of PublicBVgFks DATE: August 1, 1997 (Council Meeting 8- 20 -97) SUBJECT: Consider Approval of the Selection of a Design Engineer for a Project to Widen Peach Hill Road East of Spring Road EXECUTIVE SUMMARY This request approval of the selection of the design engineer for the subject project. 1. The Conditions of Approval for RDP 89 -3 [Presbyterian Church] which were recommended by staff, required a forty -six feet (46' ) wide street within a fifty -nine feet ( 59' ) wide right -of- way, for street improvements to be constructed on Peach Hill Road east of Spring Road. This cross section was requested in order to allow for the construction of a left turn lane, two travel lanes and two Bike Lanes [5'- 12'- 121- 12' -51]. 2. In July of 1990, in response to an appeal from the applicant, the City Council revised those Conditions to only require a forty feet (401) wide street within a fifty -three feet (531) wide right -of -way. That change eliminated the westbound left turn lane. 3. On September 4, 1996, the City Council considered a report discussing the current and projected future traffic congestion problems at this intersection. On that date the City Council authorized the City Engineer to prepare an Intersection Capacity Study, with recommendations on how to provide for a left turn lane for westbound traffic in order to alleviate hose problems. 4. On December 4, 1996, the City Council reviewed and approved that Engineering Study, approved a Design alternate for the construction of improvements to add a westbound left turn lane and directed staff to proceed with efforts necessary to develop a design for those improvements. 5. In January of 1997, a proposal was received from the City Engineer to develop a design for this project. That proposal was not selected. Instead, it was decided to seek competitive proposals for this design work. pch_spql oOO435 Peach Hill Road East of Spring Road August 1997 Page 2 6. In order to seek competitive proposals for Civil Engineering design work, it is necessary to develop a Request for Proposals (RFP), clearly defining the civil engineering services required. The development of this RFP by staff was deferred due to other priorities. A. Request for Proposals An RFP for the required civil engineering services was distributed to selected civil engineering firms on June 25, 1997. B. Evaluation of Proposals Proposals were received on July 21, 1997, from three firms. These proposals were evaluated and it was determined that all three firms possess the qualifications necessary to provide the requested civil engineering services. C. Design Fee A summary of the design fees quoted is as follows: • Charles Abbott Associates $13,000 • M' Civil Engineering $20,500 • ASL Consulting Civil Engineers . $21,216 D. Scope of Design Services The scope of work presented in the Proposal from the firm offering the lowest design fee, appears to define the an array of services adequate and sufficient to provide the requested final design for the subject project. E. Proiect Description As discussed in prior reports to the City Council, the proposed project is briefly described as follows: 1. Widen Peach Hill Road on the south side of the street to provide the following street cross - section: a) three twelve feet (121) wide travel lanes; b) two five feet (51) wide Bike Lanes; and, c) two six and one -half feet (6k') wide sidewalks. 2. The curb -to -curb dimension would change from forty feet (401) to forty -nine feet (491). 3. The street right -of -way width would change from fifty - three feet (531) to fifty -nine feet (591). It will be necessary to acquire additional street right -of -way from the Presbyterian Church. pch_spg1 00043E Peach Hill Road East of Spring Road August 1997 Page 3 F. Design Phases The development of the design will occur in phases, generally described as follows: 1. Conduct Survey; 2. Prepare Preliminary Design showing proposed improvements (possibly with alternates) and right -of -way needs; 3. Discuss right -of -way needs with the Presbyterian Church [Councilmember Perez has been appointed by the city Council to participate in those discussions]; 4. Prepare, execute and record Deeds for needed street right -of -way; and, 5. Prepare Final Design (plans, specifications and bidding documents). G. Project Cost Estimate A total project cost estimate was provided to the City Council in prior reports. That cost estimate is slightly updated and restated as follows: • Design $ 13,000 • Construction $ 75,000 • Contingency $ 8,000 • Amin. / Inspection $ 8,000 $104,000 H. FY 1997/98 Budget The FY 1997/98 Budget includes funds in the amount of $100,000 for this project [240.801.8030.000.9903]. The funding source for this project is shown to be the Gas Tax Fund. However, as explained to the City Council last January, it is the intent of staff to have these costs to the Gas Tax Fund reimbursed from Developer Fees to be paid by the developers of the Carlsberg Specific Plan, when those funds are received and become available. RECOMMENDATION Approve the selection of Charles Abbott Associates to prepare the project design for the subject project. pch_spgl 00043'7
