Lindley, Director of Community Services DATE: August 7, 1997 (CC Meeting of August 20) 10*V CI'T'Y OF MOORPARK, CALIFORNIA City Council Meeti:-s SUBJECT: Consider Adopting Resolution No. 97 -_, Amendment to the FY 1997/98 Budget to Purchase Equipment and Special Supplies for the Senior Center Program Executive Summary The City Council is being asked to adopt Resolution No. 97- which amends the FY 1997/98 Budget by transferring funds from the Senior Citizen Center Trust Fund Balance to the Senior Center Division Budget. It is proposed that the funds be used to purchase card tables, equipment used to play duplicate bridge (card game), and medical information packets. Background On July 23, 1997, the Senior Center Advisory Committee unanimously voted to recommend to staff the purchase of ten card tables, at a cost of approximately $550, game equipment for duplicate bridge, at a cost of approximately $150, and a minimum order of 500 medical information packets, for approximately $430. It is proposed that $1,130 be transferred from the Senior Citizens Trust Fund Balance (500.000.0000.000.2771) to the Senior Center Division budget ($700 to equipment and $430 to special supplies). The seniors plan to use the card tables to expand the number of individuals who can participate in their current bridge program which includes instructional classes, structured games, and the just recently added duplicate bridge games (a style of bridge where every player plays the same hand). Additionally, the tables will be used during the upcoming senior Olympics in October and for a variety of activities held at the senior center. Along with the tables, the seniors would like to purchase their own equipment to play duplicate bridge. They are currently using borrowed equipment from the Thousand Oaks senior citizen program. The equipment includes speical card holders, cards, and score pads. Lastly, the Senior Center Advisory Committee proposes to participate in the "File of Life" program. File of Life is a red plastic magnetic file folder that attaches to a refrigerator. The file C:\DOCS \COMSERV\SRCENTER.AGD 0004E 8 Budget Amendment for Senior Center 2 contains vital information about the senior, including medications, allergies, medical problems, blood type, emergency contact persons, physician's name, etc. Included with the file is a red and white File of Life sticker to be placed near the inside of the senior's front door to alert emergency workers to look for the File on the refrigerator. Additionally, each senior also receives a wallet - size File of Life card, so that their medical information can be carried with them at all times. The Committee recommends placing a minimum order of 500. The Senior Center Trust Fund was established to assist the Senior Center Program in managing and tracking its money, which is raised by the seniors through special events, donations, and official fund- raisers. The money in the Trust Fund is used by the seniors to purchase special equipment and provide special programs beyond the traditional expenditures funded by the General Fund. The Trust Fund balance is currently about $20,504. Recommendation (Roll Call Vote) Staff recommends that the City Council adopt Resolution No. 97- , amending FY 1997/98 budget by transferring and appropriating $1,130 from the Senior Citizens Trust Fund Balance (500.000.0000.000.2771) to the Senior Center Division budget (100.702) to purchase the equipment and special supplies as identified in this staff report.
