Agenda Report CITY OF MOORPAR& CALIFORMA City of Moorpark City CM-_7 l Meeting � .199-7— TO: The Honorable City Council FROM Dirk Lovett, Assistant City Engineer DATE: August 25, 1997 (Meeting of September 3, 1997) SUBJECT: Consider Approval of the Los Angeles Avenue East Preliminary Design and Authorization to Proceed with Right -Of -Way Acquisition Executive Summary The purpose of this report is to obtain the City Council's approval of the preliminary design for the realignment and widening of Los Angeles Avenue East from Condor Drive westerly to a point east of Spring Road, and to obtain authorization to proceed with acquisition of the necessary additional right -of -way. The City Council previously approved a new alignment and specified parameters for the widening design of Los Angeles Avenue East between Spring Road and Condor Drive. The design concept was for an improved 2 lane section within an expanded 88 foot right -of -way. The 88 foot right - of -way would also be sufficient for 4 travel lanes, a median turn lane, bike lanes and sidewalks should it be required in the future. Existing traffic volumes, however, do not warrant 4 lanes at this time. The proposed realignment and design would straighten existing curves, minimize impacts to private property and minimize the amount of retaining structures and road fill. A preliminary design has been developed which provides a 14 foot median, 2 -12 foot travel lanes, 2 -8 foot bicycle /pedestrian paved areas and 2 -17 foot dirt shoulders within the 88 foot right -of -way discussed above. The preliminary design shows all rights -of -way to be obtained and all slopes and retaining structures to be constructed. These improvements are consistent with that which would be required should 4 lanes be required in 0003'73 the future. Acquisition of full width right -of way and construction of retaining walls at the ultimate right -of -way line will minimize the extra costs of construction in the future by avoiding the need to relocate retaining structures. the preliminary design, staff can proceed with the The Transportation and Streets Committee met on July 28, 1997 to discuss the preliminary design. The Committee discussed the design, offered comments and directed staff to forward the preliminary plans to the City Council for approval. Discussion There are several specific issues that will need to be addressed in the final design as they relate to existing public and private improvements. These items are listed by location and property owner as shown in Exhibit A. Under a separate cover report, preliminary plans have been distributed to the City Council showing existing pavement and right -of -way, proposed right -of -way, slopes and retaining structures, and the proposed paved road section. For additional reference, a profile showing the elevations of the proposed retaining walls has also been provided. It should be noted that the retaining walls range up to 18 feet in height. The Transportation and Streets Committee also expressed an interest in including in the design package, plans for the construction of a La Falda Avenue connection to Los Angeles Avenue. This connection would be just west of the freeway overpass, in right -of -way across lot 54 in the Virginia Colony Tract, conveyed to the City by Caltrans. This added improvement (to be funded by a payment from Caltrans for this purpose) would provide businesses in the area an alternative access to Los Angeles Avenue. This report is submitted to the City Council to receive the Council's approval and /or input as it relates to the preliminary design, proposed ultimate right -of -way needs and the items to be addressed in the final design as shown in Exhibit A. If the Council approves the preliminary design, staff can proceed with the final design and right -of -way acquisitions necessary to construct and maintain the improvements.. Recommendation 000314 1.
