On June 18, the City Council approved a Use Agreement with AYSO for the use of certain amenities at Arroyo
Vista Community Park (AVCP). At that time, the Council was asked to consider AYSO's request to locate an
additional 20 cubic yard bin in the Park to store soccer equipment. At staff recommendation, the Council
declined the request.
On August 20, the City Council considered and approved a Use Agreement with Moorpark Packer Football
which included granting them a second storage bin. Both Packer Football and AYSO provide a valuable service
to Moorpark youth and both require on site storage of game maintenance equipment.
AYSO is the largest youth sports organization serving Moorpark youth with approximately 1,300 players
participating during the Fall season (the number of youth participating in Packer Football is approximately 200).
As such, it requires a significant amount of equipment to set up for games and practices and to perform minimal
maintenance. Recently, AYSO received a donation of a gas powered golf cart to facilitate carrying equipment to
and from the storage bin and soccer fields. Staff agreed to allow AYSO to use the cart (under the terms of the
Agreement) in place of a car, which had been previously approved by the City Council in the Use Agreement.
They have no space in which to store the cart at the Park and it is not practical to transport it to and from
another site. It is currently housed in the City's storage building adjacent to the restroom by the softball fields,
but staff believes that this is not an appropriate location for the cart. The Community Services Department uses
the room to store recreation equipment and supplies and park maintenance equipment. Control of the room's
key is critical to ensure that equipment and supplies are accounted for.
To assist AYSO and maintain some consistency between the various youth sports groups, staff recommends that
the City Council reconsider AYSO's request for a second bin. Additionally, it is suggested that staff work with
AYSO to identify an appropriate location for the bin.
Recommendation
Staff recommends that the City Council approve AYSO's request for a second 20 cubic yard storage bin.
