SUBJECT: CONSIDER MINOR MODIFICATION NO. 1 TO INDUSTRIAL PLANNED
DEVELOPMENT NO. 95 -2 ON THE APPLICATION OF SPECIAL
DEVICES, INCORPORATED FOR ADDITION 35,000 SQUARE FEET OF
BUILDING AREA AND BUILDING ELEVATION MODIFICATIONS TO AN
APPROVED OFFICE /INDUSTRIAL BUILDING LOCATED AT 14370 NEW
LOS ANGELES AVENUE, BUILDINGS 100 THROUGH 500.
The applicant has requested modifications to the site plan and
elevations since the City Council adopted Resolution 96 -1222
approving the project on August 21, 1996. The revised plans are
for an increase of 35,708 square feet in the total building area of
the buildings approved for lot 3 (headquarters and manufacturing).
The increase is from 131,200 sq. ft. to 166,908 sq. ft., also
includes revisions to the approved elevations. The environmental
impacts of 195,000 square feet of total building area for Special
Devices Inc. were addressed in the Environmental Impact Report,
including phases 1 & 2 of the anticipated industrial development.
However the Industrial Planned Development Permit only included
131,200 square feet. This Minor Modification is being deferred to
the City Council for review.
On October 17, 1996, the City Council adopted 96 -1222 approving

Tentative Parcel Map No. 5004 and Industrial Planned Development
Permit Nos. 95 -2 The project consists of two commercial lots, one
with 8.1 gross acres and 7.61 acres of developable pad area and one
with 2.38 gross acres and 2.20 acres of developable pad area, and
a 40.7 gross acre industrial lot with a developable pad area of
24.6 acres in the main area of the lot. The project is located
east of the intersection of the 23 Freeway and New Los Angeles
Avenue. The revised proposed development on the industrial pad
(Lot 3 of Tentative Tract 5004) consists of:

On September 4, 1997, Special Devices, Inc. applied for Minor
Modification No. 1 to Industrial Planned Development Permit No. 95-
2 to modify the site plan and elevations to the approved buildings.
The main building (building 100) will be a two story tilt -up
industrial manufacturing /office building containing 96,8702 sq. ft.
on the first floor, 22,468 on the mezzanine floor, for a total
square footage of 119,796 sq. ft. Both the building footprint and
mezzanine areas have expanded. In addition, the developable pad
area on the main part of Lot 3 has expanded from 8.5 acres
originally included in the Development Agreement to 24.7 acres. A
revised grading plan was previously presented to City Council for
review as part of the revisions to Vesting Tentative Tract Map 5004
on July 16, 1997. The building elevations are modified to install
window panels along the upper floor of the building to accommodate

future expansion of the office. Manufacturing will take place
throughout the entire first floor of this building. Buildings 200
and 300 are also increased from the original square footage.
The proposed modification to the building elevation enhances the
main building and carries out the architectural design that is
found opposite of the main entrance on the north elevation of the
plans. The installation of the blue tinted window treatment softens
what would be a very linear wall face. The window treatments
combined with landscaping adjacent to the front of the building
will provide sufficient contrast and provides visual relief from a
distance. Architecturally, the north (front) elevation includes
a circular staircase that is enclosed by contrasting gray tinted
glass. No other architectural or building modifications are
proposed in this application.
The City Council approved an Environmental Impact Report for the
previously approved project. The environmental impacts of 195,000
square feet of total building area were addressed in the
Environmental Impact Report, which included industrial buildings of
131,200 square feet in phase 1 and an additional 64,000 square feet
for phase 2. However, the Industrial Planned Development Permit
only included 131,200 square feet proposed in phase 1. The
proposed project is not expected to result in any different impacts
to the environment than the previously approved project. Potential
environmental impacts were discussed in the Environmental Impact
Report and mitigation measures were incorporated into the
conditions of approval for IPD 95--2. Future development of the
commercial lots will be require additional environmental review at
the time of proposed development, as will any development proposed
for the portion of Lot 3 that is down the hill adjacent to the
arroyo and is connected by a roadway to the main portion of Lot 3.
Pursuant to Section 7g of the Development Agreement the Los Angeles
Area of Contribution (AOC fees) were set at $131,912 for up to
132,000 square feet of building area on 8.5 acres. The currently
proposed 166,908 square feet is still generally within the area
initially proposed for development, although there is an increase
in both building footprint and building area and some relocation of

the accessory buildings. Therefore, a condition is recommended
(see Condition 2) that at the first building permit for any
increase in building footprint subsequent to approval of the
currently proposed buildings shall require payment of AOC fees for
the balance of the developable pad at the rate that is in effect at
the time of permit issuance.
This Minor Modification is being deferred to City Council for
review.
Approve the attached Resolution conditionally approving Minor
Modification No. 1 to IPD 95 -2.
