Reynolds Jr., Administrative Services DATE: September 10, 1997, (continued in part from August 20, 19 79) SUBJECT: Consider Upgrades to the City's Cable Broadcast System Backaround C�� On August 20, staff provided a summary of needs to be considered this fiscal year as upgrades to the cable broadcast system, totaling $39,900. This report has been provided again for the Council's convenience under separate cover. In this report, five potential areas of improvements were summarized, including; 1) the need for an additional appropriation to complete the work initiated in fiscal year 1996/97; 2) the character generator and uninterrupted power supply (UPS); 3) an edit bay; 4) off -site recording equipment, and; 5) improvements to off -site concerts and special event presentations. Council continued consideration of these items until more detail could be provided. Staff presented the status of the 1996/97 projects to the Council stating that the original budget of $35,900, was increased in March, 1997, by $28,000 (from the Equipment Replacement fund) for a total of $63,900. Of this amount, $35,880 was spent, ($21,419 from the original budget and $14,461 from the additional Equipment Replacement Monies), leaving a balance of $28,020. These monies were credited back to their respective reserve funds ($14,481 to he General Fund Reserve, and $13,559 to the Equipment Replacement Fund Reserve) at the year- end. The savings to the original budget of $14,481 occurred mostly because the City did not buy the UPS system budgeted at $8,000. The video decks bought with the Equipment Replacement monies were bid competitively, reducing these costs and leaving $13,539. 1 000124 Discussion Staff is presenting just the character generator, UPS system and the need for monies to complete the 1996/97 work at this time, because some of the specifications for the other equipment are based upon whether or not the character generator is upgraded and to expedite the potential purchase of the item which is deemed by staff to be a high priority. During the elapsed time between August 20, and September 3, 1997, staff has had an opportunity refine the proposals submitted August 20, and is recommending a few changes to conserve space in the video room, and make more efficient use of the existing and proposed equipment. The need for the $3,400 is a simple carry-over requested to complete the work on the sound system initiated in 1996/97. This need is actually the highest priority, but the needs and specifications have already been approved by Council and will not be detailed within the text of this report. Character Generator The City's current character generator operates directly from the DOS prompt. The limitations of this configuration were addressed in staff's previous report, and in summary, include: a segmented presentation in "pages" with breaks between each; a limited number of pages due its reliance upon the floppy disk used for the programming; manual data entry for each page and manual initiation and termination of data being broadcast, and; the lack of new digital features which place a significant limitation upon the entire presentation. The current system doesn't require a UPS system in order to re -boot after a power outage, because when the power returns, the computer re -boots directly into the software from DOS. The new character generator being proposed utilizes digital technology and operates from Windows, rather than DOS. The precise specifications are provided in Attachment "A" with a revised cost estimate from $13,500 to $15,750. The use of the Windows operating platform helps to create an image far better than the current program, includes automated initiation of message "pages" and 2 oo012S automated removal of this information, can allow for more information to be shown, and will allow the transfer of data from a word processing software directly to the video software without manual input. These potential efficiencies may eventually reduce expenses to the current contractor service provider, assist staff to utilize the digital technology, and generally improve the presentation of information to a more sophisticated and interesting media resource for the City. Any savings to the contractor would not be seen until the system has been set -up, the data and type of new information refined, and may be offset by greater usage resulting from the amount which can be shown. Staff provided the Council with a sample of the technology provided by the City of Westlake Village. The introduction of the Westlake Village information provides the full council agenda (which Moorpark does not currently broadcast), on a backdrop of an aerial photograph of the City. The use of photos have a great potential for Moorpark's Channel 10, to highlight special events, City parks and to highlight Council discussion of topics with actual photos of the items (e.g., property location shots, etc.) being considered. The other special effects are common to the introductions used for professional news broadcasts and eliminate the segmentation between the data pages creating a smooth transition. These special fading and shadowing technics, as well as the use of automation, can be stored as "macros" into the system, and be used as a template to create consistent high - quality images. In general, the system would be greatly improved the for those watching Channel 10. This character generator is essentially a computer based graphics system which interfaces with the broadcast outputs. As such, it requires a hard drive of six giga - bytes, and 128 megabytes of random access memory (RAM). It also requires a seventeen inch monitor with high definition for broadcast quality control. It is deigned to operate on Windows NT, rather than Windows 95. The reason the proposed character generator will help to define the needs for other equipment, is because currently the City uses the character generator exclusively for the routine Channel 10 broadcast of data, and not for broadcasting the public meetings. The insertion of the scrip onto the screen of the public meetings is accomplished with a separate piece of equipment called the "toaster." 3 The proposed character generator can potentially replace both the toaster and existing character generator, and if designed this way, will save substantial space in the video broadcast room. It would also free the toaster to be used as a back- up device for public meeting broadcast, and as an addition to the proposed edit bay referenced in the August 20 report. The final obstacle to inserting the proposed character generator into the current system, is the integration of the play -back software. The new play -back system also runs from a PC like the proposed character generator, and is currently using a Pentium 75, with Windows 95. The play -back system software was designed for Windows 3.11, and won't run on Windows NT. Current efforts are being made to contact the vendor to obtain an upgrade. If this can be done, the Pentium 75 will not be needed, and both systems can operate using the same PC. Use of the current PC can then be shifted for use by other City departments allowing the City to recoup the an expected savings $2,000, and will help to save the space currently needed for two PC's in the video room. Staff will know the status of this research prior to the Council's consideration of this item Wednesday, September 17. UPS Strategy and Perceived Needs There are at least two possible strategies for the use of uninterrupted power supplies ( "UPS ") for the video room. One approach focusses exclusively at the up -keep and continued operation of the system's upgrade, so that when power returns, the system automatically restores and operates. The character generator currently being used will automatically re -boot from the DOS prompt, but the system being proposed requires this uninterrupted power supply. A second more comprehensive strategy, is to provide emergency power for an actual live broadcast from City Hall, (including cameras, microphones, and other equipment). The comprehensive strategy for UPS has to consider the City -wide cable system, and the fact that it operates through modulators placed in each City neighborhood. If the power is down, the modulator connecting the neighborhood to the central system will also be down eliminating all cable. 4 0001.27 The 1996/97 budget of $8,000 for a UPS system was based upon this comprehensive strategy intended to as a back -up power supply for the entire City Hall broadcast system, for a duration of 24 to 48 hours. When the specifications for a UPS surpass a 2,000 volts and 20 to 30 minutes of time, the cost will jump from $1,000 to $10,000. Originally in 1996/97, therefore, it was the intention to keep not only the character generator up, but to maintain the ability to broadcast during power outages. This comprehensive strategy focusses on the ability to broadcast to those residents who also have power. Obviously, the two strategies described above for UPS have significant differences, resulting in differences in cost. The practicality and reliability of being able to power all broadcast abilities from City Hall, should be considered at a time when the diesel generator can support it, rather then building a second sub - system of this complexity. At this time, staff recommends a focussed strategy to keep the proposed character generator operating during power failures. In most cases, power fails for very short periods of time, and this approach would meet these needs. Again, if the Council agrees with this approach, a UPS system is only needed to support the new character generator, and if not upgraded, would not be needed at all. Matching the specifications for a UPS on powering only the character generator, to the available equipment, prices range from $750 to $2,800. The cost is related primarily to the variables of the voltage supplied over the pre - determined amount of time. Other factors include power distribution interfaces, and the mounting of the hardware. The perception remains that if a power failure occurs at the worst time, (when the building is vacant), sufficient time is needed for staff to respond to the emergency, and provide a temporary power supply to replace the UPS. This temporary replacement power can be accomplished either by extension cord from the video room to the Citrus Room /Emergency Operation Center, or by a small portable generator. The response time however, and attention to this detail, may take between 15 and 30 minutes. Staff therefore, recommends a UPS system that can provide 2,000 volts for a period of up to 30 minutes. The price quoted is $2,617, and staff has added 15% as a contingency for a total request of $3,010, 1i1° as provided in Attachment "B." In the long run, the most practical approach for providing UPS for the broadcast system is to rely on the emergency generator which now enters the same room housing the fuse boxes for the EOC /Citrus room. The UPS would then be relied upon for support during the 15 second downtime needed to start the emergency generator. Summary Staff has attempted to narrow the focus of the Cable Broadcast upgrades proposed on August 20, 1997, in order to provide concise detail on the highest priority items, and to allow the City to move incrementally and re- define specifications as items are considered. The cost and specifications for the UPS system and the proposed character generator have been provided, with the various strategies for implementation, and potential benefits. Originally, the cost of the character generator and the UPS system were estimated to be $21,500. This proposal reduces this cost to $18,760, and can potentially save additional monies in staff time to prepare the generator script, and related costs for an edit bay should the Council agree at later date to proceed with this purchase. Recommendation (ROLL CALL VOTE REQUIRED) That the City Council adopt Resolution 97- ,L$�ppropriating $3,400 to complete the 1996/97 sound system upgrade (carry-over expense from the prior year's budget), $15,750 from the Equipment Replacement Fund for the replacement of the character generator, and $3,010 from the General Fund Reserve for a UPS system to support the character generator, for a total appropriation of $22,160.
