SUBJECT: Proposed Service Contract between the City of Moorpark and the
Moorpark Mosquito Abatement District for vector control service
delivery.
Background:
The City of Moorpark and the Moorpark Mosquito Abatement District (MMAD) have been
reviewing the possibility of requesting that the Ventura Local Agency Formation
Commission (LAFCO) approve the dissolution of the MMAD and having the City provide
vector control services within the city boundaries. The County would be responsible for
services in the unincorporated areas of the current boundaries of the MMAD. Submittal
of an application to LAFCO is currently scheduled for November 1997 with a hearing in
December.
As a first step to the transfer of service delivery, the establishment of a Service Contract
is proposed between the City and MMAD. Under the Contract, the two (2) full-time
employees of MMAD (Manager-Entomologist and Inspector-Control Technician) would
become employees of the City effective October 1, 1997. The City would then provide the
employees and general management oversight for vector service delivery within the MMAD
district boundaries, and the MMAD would provide the facilities, equipment and supplies
necessary for service delivery. The MMAD would reimburse the City for the personnel
costs related to the two former employees and one-quarter secretarial time for the existing
Public Works/Administrative Secretary. This Contract would take effect on October 1,
1997, after approval by the Board of Trustees of the MMAD and by the City.
The transfer of the two full-time employees from the MMAD to the City would result in the
current Manager-Entomologist being classified as a Maintenance Supervisor, and the
Inspector-Control Technician being classified as a Maintenance Worker II under the City's
classification system. The employees would receive those benefits provided to all
Competitive Service Positions, including retirement under the PERS program, and City
paid medical, dental, vision, life, employee assistance and long term disability programs.

Vacation and sick leave would be accrued under the City's schedule. Both employees
would also be credited with their years of employment with the MMAD for the purpose of
calculation of leave benefits under the City's program. Their accumulated vacation and
sick leave time with the MMAD would be transferred to the City's program.
The part-time clerical employee currently with the MMAD would remain as an employee
of the District to assist them with their clerical requirements and support.
The City Attorney is currently reviewing the draft Service Contract provided with this report.
Due to the time constraints, the City Council is requested to approve the City of Moorpark
entering into a Service Contract with the Moorpark Mosquito Abatement District for vector
control services, subject to final language approval of the Contract document by the City
Manager and City Attorney. The Council is also requested to authorize the Mayor to sign
the Contract on behalf of the City after approval and signature by the Board of Trustees
of the MMAD.
Recommendation
That the City Council:
(1) Approve having the City of Moorpark enter into a Service Contract with the
Moorpark Mosquito Abatement District subject to final language approval by the City
Manager and the City Attorney as to form and execution by the Board of Trustees of the
Moorpark Mosquito Abatement District, and to be effective October 1, 1997.
(2) Authorize the Mayor to execute the Service Contract on behalf of the City of
Moorpark.
(3) Approve the City's employment of the current Moorpark os;uitoobatem=nt District
employees, specifically the"Manager - Entorfoli. - . '
