SUBJECT: Consider Approval of the Agreement with Laidlaw Environmental Services of
California for Regional Hazardous Waste Collection Services
SUMMARY
The City Council is being asked to consider approval of an agreement with Laidlaw Environmental
Services, formerly Rollins Environmental Inc., for the provision of regional household hazardous
waste (HHW) collection services for residents and small businesses. The proposed agreement has
been provided to the City Council under a separate cover.
BACKGROUND
In August 1996, the East County Cities and the County entered into agreements with two
contractors, Advance Environmental Technical Services (AETS) and Rollins Environmental Inc., to
operate the regional hazardous waste collection program (one day collection events) through June
30, 2001. Materials accepted at the one day collection events include weed killers, household
cleaners, pool chemicals, oil -based paint and thinners, solvents, pesticides and fertilizers, auto and
furniture polish and varnish, household batteries, and fluorescent light tubes. Two contractors were
selected because of the contract length, jurisdictional flexibility, cost and service comparison, and
because events are occasionally held on the same day in different parts of the County. Recently, both
Moorpark and Oxnard had events on the same day, May 17, 1997. AETS provided services to the
Moorpark event and Rollins provided services for the Oxnard event.
Rollins has successfully provided HHW collection services to the cities of Fillmore, Oxnard, and
Thousand Oaks under the existing agreement. Recently, however, Rollins Environmental, Inc. merged
with Laidlaw, Inc. The proposed Laidlaw agreement is an updated version of the Cities' and County's
previous agreements with Rollins Environmental that will terminate the prior agreement. Laidlaw
has only proposed changes to the listings for transportation haulers and hazardous waste destination
facilities found in Exhibit "A" Scope of Services. The other provisions, including cost tables, shall
remain in effect throughout the duration of the agreement.
RECOMMENDATION
Staff recommends that the City Council approve the agreement with Laidlaw Environmental Services
for regional hazardous waste collection services thereby terminating the agreement with Rollins
Environmental Services and authorize the Mayor to sign the Agreement on behalf of the City.
