SUBJECT: Consider Approval of the Purchase of Two (2) '� Ton
Pick -Up Trucks

1. Recreation: The Department of Community Services has
been assigned a 1986 Ford Ranger. This vehicle is used
for a number of functions, including: preparation of
baseball fields, installation of City marquees, pool
car between City hall and Arroyo Vista Community Park,
locking /unlocking park rest rooms, checking park
facilities, removal of tree limbs from the street,
transportation of cones and barricades, and other items
usually assigned to the weekend maintenance staff.
This vehicle has over 106,000 miles. The age and
mileage of this vehicle has and would continue to cost
the City an excessive amount for repair and
maintenance. A number of major repairs (e.g. air
conditioning system repairs, re- upholstery, and various
mechanical repairs) have been deferred. Accordingly,
funds have been provided in the approved FY 1997/98
Budget for the replacement of this vehicle.
2. Crossing Guard Supervisor: A vehicle in support of the
new Crossing Guard Supervisor position is necessary in
order to allow said individual to perform supervisorial
duties, assist the Police Department to enforce parking
restrictions, and to perform a number of tasks in
support of Public Works field operations (e.g.
gathering of inventory data; removal of debris which
cannot be picked up by the sweeper immediately; remove
nuisance signs; deployment and retrieval of the radar
trailer; etc.).

Requests for Price Quotations were distributed to thirty -nine
(39) automotive dealerships. On September 11, 1997, staff
opened twelve (12) sealed bids. A summary of the bid results
is attached as Exhibit W.
The apparent low bidder is Robert H. Loud Ford located in
Pasadena, CA, with a bid price of $13,423 per vehicle
(including sales tax). The vehicles specified by this bidder
are 1998 Ford Ranger trucks. It has been determined that the
vehicles, equipped in the manner prescribed in the bidder's
proposal, meets or exceeds the minimum requirements set forth
in the City's Request for Price Quotation / Specifications.
The cost of two such vehicles is summarized as follows:

D. FY 19 7 98 Budget
1. Resolution: The FY 1997 -98 Budget includes funds for
the purchase for these vehicles. The funding source
for the truck for the Department of Community Services
is shown to be the Parks Maintenance Fund [AD85 -1]. It
is recommended that a resolution be adopted revising
the budget to change the funding source to the
Equipment Replacement Fund. A summary of that action
is as follows:

2. Balance: As shown below, a balance of $4,154 will
remain after the purchase of both vehicles.

*It will be necessary to acquire additional equipment for these vehicles
(e.g. safety strobe lights). Any surplus appropriations will be returned
to the respective funding sources.
E. Spare Vehicle
Staff recommends that the 1986 Ford Ranger (Vehicle #3) not
be surplused, but be retained as a back -up replacement
vehicle for the Department of Community Services. Only
regular maintenance needs (e.g. oil change) will be
accomplished. Major repairs on this vehicle will not be
performed.
RECOMMENDATION (ROLL CALL VOTE)
Staff recommends that the City Council take the following
actions:
1. Authorize staff to proceed with the procurement of two '-� ton
pick -up trucks from Robert H. Loud Ford for a total cost not
to exceed $26,846.
2. Adopt the attached resolution changing the funding source for
the procurement of a truck for the Department of Community
Services from the Parks Maintenance Assessment District
(Account 210.710) to the Equipment Replacement Fund (Fund
403).
