SUBJECT: Consider Agreement Between the City and the
Ventura County Flood Control District for Maintenance
of the Peach Hill Wash and Detention Basin

The Peach Hill Wash and Detention Basin is contiguous to Country Trail Park and runs to the
northwest of the park. The Wash consists of an inverted channel with rip rap slopes near the
culverts and planted slopes along the open channel. The Detention Basin is part of the open space
of the park itself. The Wash and Detention Basin were constructed in accordance with Flood
Control specifications. All improvements have been accepted by both the City and the County.
The developer paid for one year of maintenance of the improvements and the City has now
included the improvements in zone 10 of the lighting and landscape assessment district. The
annual cost of maintenance is approximately $28,000.
The attached agreement between the City and the County allows for the joint use of the Wash and
the Detention Basin. The City is agreeing to maintain the improvements unless there is a major
storm which requires extraordinary clean up. If that is the case, the County will clean the channel.
Recommendation
Staff recommends Council approval of the agreement and authorize the Mayor to sign the
agreement and forward it to the County for their approval.
